Zachary School Board Minutes
November 27, 2000

A special meeting of the Zachary Community School Board was held at the school board office at 4700 Main Street, Zachary, November 27, 2000 at 7:00 p.m.
Present were: Jerry Boudreaux, Jackie N. Harris, Jr., E. Gene Bruner, Daniel Davis, RE. Amrhein, Terry B. Womack, Theodore P. Hansen, Jesse Spears, Jr., and Louise Stewart Horton. P. Brent Kelly was absent. Others present were Lonny Myles, Walton Barnes, II, John Taylor and Major John Womack.
R E. Amrhein, President, called the meeting to order. The Invocation was delivered by Daniel Davis and the Pledge of Allegiance was led by Ted Hansen.
A workshop meeting is scheduled for Thursday, November 30, at 7:00 p.m. at the school board office followed by meetings scheduled for December, 7 21 and 28; all Thursday meetings at 7:00 p.m. The dates will be fumed up November 30. Mr. Boudreaux distributed copies of the City of Baker School Board's operating manual containing state law and Board of Elementary and Secondary Education policy. The manuals also included examples of a budget, agendas, administrative and staff charts, and a copy of an "intergovernmental agreement." Mr. Boudreaux recommended that the board study the policy manuals used by the City of Baker School Board in order to assist the Zachary board prepare a joint report or "Intergovernmental Agreement" with the East Baton Rouge Parish School Board. Walmart has agreed to assist the school board by providing office materials. The board recognized and thanked Georgia Pacific for their donation and assembly of materials for the Zachary board's manual. Members are invited to a swearing-in ceremony for newly-elected state Rep. Tom McVea of House District 62 on November 29 in the House Chamber of the State Capitol at 10:00 am. Mr. Boudreaux is checking on figures for publication of the official journal. John Taylor, representing Friends of the Zachary Community Schools, reported an approximate balance of $2,200 in the account.
Walton Barnes, II, recommended the board declare a special election, set a date and elect a board. He suggested an elected board representing the school board's districts would enhance its position with the parish's desegregation suit. He recommended the board coordinate with the Secretary of State's office to register a resolution signed by the president, vice president and superintendent declaring an election.
The board discussed the selection of an election date, the ad valorem tax election and the need to declare the Zachary school board's taxing districts boundaries. If the election is a shared election, the board would share the cost of an election. The board delayed action on a vote on an election date in order to estimate the costs of an election, find a source of funding for the election, and to consult with the Secretary of State's office.
