Zachary School Board Minutes

December 28, 2000

Members Present: R.E. Amrhein, Ted Hanson, Jackie Harris, Jr., Louise Horton, Jesse Spears, Gene Bruner, Terry Womack

 

Absent: Brent Kelley and Daniel Davis.  ­Jerry Boudreaux, Superintendent-present

 

The regular meeting of the Zachary Community School Board was held on December 28, 2000 at 7:00 p.m. at the Zachary Community School Board building.

 

The invocation was given by Jesse Spears and the Pledge of Allegiance was led by Gene Bruner.

 

There was a motion by Gene Bruner to accept the agenda with Item #7 moved ahead of item #5 and to eliminate the executive session, seconded by Terry Womack.

Vote: 7 yeas, no nays, 2 absent.

 

Mr. Walton Barnes, II, Board Attorney, gave a report on experts from E.B.R. and Baker litigations, the pupil assignments, and teacher appointments, etc. The citizens task force report will be heard by the Judge on January 3, 2001. The hearing on the intervention IBS set for January 19, 2001.

 

Mr. Barnes brought up two important issues. One if we are declared unitary, we can set up our own rules, but we may need to bend a little on the M to M's and/or the Magnet program. The Consent Decree can be modified. Our greatest concern being the attendance zones for Zachary children.

 

Mr. Amrhein recommended appointments for the committees. The Election Committee recommendation is Jesse Spears, chairman, Lynn Buzhart, Sam Johnson and Earnest Morris. The Policy Committee R. E. Amrhein, Chairman, Sonny Jackson, Robert Williams, Ronnie Daniels, Tom Jones and Louise Horton. The Budget Committee, Jerry Boudreaux, Chairman, Gene Bruner, Ted Hanson, Terry Womack. The Litigation Committee, Jackie Harris, Jr., Chairman, Billy Kline and Todd Hernandez.

 

There was a motion made by Gene Bruner to approve the recommendations, seconded by Jesse Spears,

Vote: 7 yeas, no nays, 2 absent.

 

There was a motion made by Gene Bruner to have each Committee Chairman report at each school board meeting, seconded by Louise Horton, Vote: 7 yeas, no nays, 2 absent.

 

Lonny Myles, attorney spoke concerning `Bond Money". He said Fred Benton, pro bono expert, in Bond Money, is also a Bond Attorney. We need to have a tax vote before December 2001.

 

There was a recommendation to change the resolution to include the school board election and tax election. The vote on the resolution will be held at the January 4`h, 2001 meeting.

 

Jerry Boudreaux discussed bonding the Chairman, Vice-Chairman and Superintendent. He discussed this with John Hendry Insurance and to bond the Chairman and Vice­Chairman for $15,000.00 would cost $52.50 each and to bond the Superintendent for $15,000.00 would cost $150.00.

 

The next meeting is scheduled for January 4, 2001 at 7:00 p.m.
