Zachary School Board Minutes

 January 18, 2001

7:00 pm

 

MEMBERS PRESENT: Mr. Spears, Mr. Hansen, Mr. Davis, Mr. Harris, Mrs. Horton, Mr. Bruner, and Mrs. Womack.

MEMBERS ABSENT: Mr. Amrhein & Mr. Kelley.

 

The regular meeting of the Zachary Community School Board was held on January 18, 2001, at 7:00 p.m. at the Zachary Community School Board Office.

 

The invocation was given by Mr. Davis followed by the pledge of allegiance led by Ivir. Bruner. Roll call was taken. 7 members present, 2 absent (Mr. Amrhein & Mr. Kelley).

 

A motion was made by Mr. Bruner to accept the agenda with the addition of Public Hearing dates and the discussion of desegregation experts, seconded by Mr. Hansen. VOTE: 7 Yeas, 0 nays, 2 absent.

 

A motion was made by Mrs. Horton to approve the minutes of the January 11, 2001 meeting with a correction to a typo in the seconded to the last paragraph on the first page, seconded by Mr. Hansen. VOTE: 7 yeas, 0 nays, 2 absent.

 

Mr. Barnes discussed some of the work he is doing with the EBR School Board and the Citizens committee. It was requested that the board meet in executive session to discuss legal strategy.

 

There was a motion made by Mr. Harris to go into executive session, seconded by Mrs. Womack. VOTE: 7 Yeas, 0 nays, 2 absent.

 

Mr. Bruner read a Vision-Mission-Goals statement he had written. It was discussed and decided to add the statement "Establish `grade centers', i.e. include all students of a particular grade in the same school." to the Goals Statement item #4.

There was a motion made by Mr. Hansen to approve the Vision-Mission-Goals statement, seconded by Mrs. Horton. VOTE: 7 Yeas, 0 nays, 2 absent.

 

The committees gave their reports. The Budget Committee will meet on 1/22/01 at 9:00 a.m. for a preliminary meeting with Mr. Jones. The Policy Committee will meet on 1/23/01 at 3:30 p.m. The Election Committee has not yet set a time and the Litigation Committee will meet sometime next week.

 

Items for the next agenda were discussed. Hearing dates, mail outs, committee reports, and election meetings.

ZACHARY COMMUNITY SCHOOL DISTRICT VISION - MISSION - GOALS STATEMENT

VISION STATEMENT:

Zachary Community School Board will operate the best elementary, middle and secondary school system in the State of Louisiana, EDUCATING THE CHILDREN OF PRESENT AND FUTURE RESIDENTS OF ZACHARY COMMUNITY TO THEIR FULLEST POTENTIAL, as indicated by student achievement, student retention, teacher/administrator retention, parent acceptance, community involvement and community pride.

 

MISSION STATEMENT:

We will operate ZACHARY COMMUNITY SCHOOL System in a manner consistent with Local, State and Federal law and in accordance with the desires of the residents of Zachary Community School System attendance area.

 

PHILOSOHY STATEMENTS: We will strive to:

1.       Maintain the current high level of Zachary community pride and teacher/parent involvement in our elementary and secondary schools.

2.       Maintain our success as a community based school system, with the variety of racial, religious and ethnic diversity that exists in the attendance area presently and in the future.

3.       Maintain the current high level of teacher qualification and professionalism.

4.       Maintain programs to address the full range of all student needs, including but not limited to at-risk students, special-education students, vocational-technical students and college-prep students.

5.       Establish `grade centers', i.e. include all students of a particular grade in the same school.

6.       Implement continuous improvement in all aspects of Zachary educational system.

 

EXPECTATIONS STATEMENT:

1.       Zachary Community School District residents will elect members of the school board based on `single member districts' required by Federal Law and reviewed by the Justice Department.

2.       Funds adequate to operate the Zachary Community School District will be available from the current sources, i.e. State Minimum Foundation, local/state sales and property taxes and Federal sources.

3.       Additional buildings for the Zachary Community School District to accommodate children of new residents will require additional taxes.

4.       Agreements that are acceptable to Zachary Community School System on outstanding issues with East Baton Rouge Parish School Board will be obtained.

5.       Federal Courts/Justice Department approval will be obtained.

6.       Zachary community will continue to grow and will require additional school facilities to accommodate such growth with desegregated public schools.

 

GOALS STATEMENT:

1.      Acquire Federal Courts/Justice Department approval at the first appropriate opportunity.

2.       Resolve all issues and complete all tasks in a timely manner as required to accept responsibility for operating ZACHARY COMMUNITY SCHOOL SYSTEM in the fall term of 2001.

3.       Establish Honors, Gifted, and More-Able-Student programs at all grade levels.

4.       Establish `grade centers', i.e. include all students of a particular grade in the same school
