Minutes of the Zachary Community School Board Meeting

March 28, 2002

6:30 PM

 

Members Present: Mrs. Coleman, Mr. Davis, Mrs. Horton, Dr. Leggett, Mr. Moore, Mr. Snowden, Mrs. Womack, Mrs. Young and Dr. Brady.

The regular meeting of the Zachary Community School Board was held on March 28, 2002 at the Zachary Community School Board Office.

The Invocation was given by Mr. Snowden The Pledged of Allegiance was led by Mr. Moore.

Roll was taken: 8 Present     1 Absent ( Mrs. Kimmell )

Mr. Moore made the motion to approve the minutes of March 14, 2002 and Mrs.Coleman seconded it.                                           VOTE 8 Yeas 0 NAYS 1 Absent (Mrs. Kimmell)

The Zachary Community School Board went into Public Bond Hearings with Attorneys Lonny Myles, David Henderson and Fred Benton leading the hearings. Attorney Lonny Myles told the board that after careful study they would advise the board to approve a resolution authorizing the Zachary Community School Board to issue an Anticipation Certificate in an amount not to exceed $800,000, and making application to the State Bond Commission, and other matters in connection therewith. Chip Moore ask Attorney Lonny Myles if he was sure that this would be enough money to keep the Zachary Community School Board going, since at last meeting the board agreed on $ 1.5 Million. Attorneys Lonny Myles, David Henderson and Fred Benton explained to the board that if it is not enough you can always ask for more, when you need to, but this will be enough. Attorney Lonny Myles told the board that asking for $800,000 looks better and is more inline to our budget than asking for $1.5 Million.

Mrs. Womack made a motion to close the public hearing and Mrs. Coleman seconded it.  VOTE 8 YEAS O NAYS 1 Absent (Mrs. Kimmel] )

Mr. Moore made the motion to amend the resolution that the board approved at the March 14, 2002 meeting asking for $ 1.5 Million Dollars credit from the Bond Commission Board. Mr. Snowden seconded it.

Mrs. Coleman made a motion to amend the agenda so that the board could adopt the resolution for $800,000. Mrs. Horton seconded it.

Mrs. Womack made a motion to adopt a resolution authorizing the Zachary Community School Board to issue an Anticipation Certificate in an amount not to exceed $800,000, and making application to the State Bond Commission, and other matters in connection therewith. Mrs. Young seconded it.

Dr. Glenn Brady led the board into the discussion on changing the time of the board meetings back to 7 PM. He told the board that Day Light Saving Time would start back on April 7. Dr. Leggett told the board that if it put a hardship on anyone, we should go back to 7 PM. The board agreed that it would be better to set the time for 7PM instead of 6:30 PM.

Mrs. Coleman made the motion to change the board meeting time to 7PM and Mr. Davis seconded it.

Dr. Brady gave his Superintendent Report. He told the board that at last board meeting, we had agreed on April 12 for a workshop but he thought that it would be best to move it to April 19, because of board meeting being April 11. This will give us more time to prepare. The Department of Education will be here and the Personnel Certification Board . The board agreed on having the workshop on April 19 from 9 till 12.

 

Dr. Brady also told the board that he had talked to the State Ethics Board about Mr. Williams, Mr. Pope, Mr. Jackson working for the school board and the State Ethics Board was going to put it in writing that it would be legal to have these men work for free.

Dr. Brady told the board that Bank One had came in during the week and talked to him about ways school boards conduct banking business. He learned that school boards can use more than one bank to do business.

Dr. Leggett told the board that they needed to start thinking about having weekly board meetings. Dr. Leggett said that this would allow the board to have better communication and better understanding on things that needed to be done.. He told the board that they would hear more about it in the coming weeks.

Chip Moore told the board that he would be calling each one about the Street­Sweep. He would pick a Saturday after Easter.

Jason Venable spoke to the board about his music program at Zachary High School. He told the board that each band member had to pay $150.00 to participate in the band and he still comes up short on money. Mr. Venable told the board that the parish School Board puts very little money into the program, and the band must depend on fees and fund-raisers to operate.

 

Mayor John Womack told the board that this system needs to be a leader and we have to bring every child forward that we have in this system.

 

Dr. Glenn Brady told the board that he had asked retired educator Sonny Jackson to make recommendations on funding athletic and extracurricular activities for the new system.

 

Zachary High Assistant Principal David Phillips told the board that some of the teachers wanted it on paper, what we were going to offer them, so they could compare it with East Baton Rouge Parish's salaries and benefits. Mr. Phillips urged the board to move quickly as possible to give teachers an idea of what to expect in the way of compensation.

 

Dr. Leggett said that the Zachary school system is going to be a great place with great benefits.

 

Mrs. Coleman said that it will not happen over night but the Zachary Schools will become a great place to send your children and a great place for the teachers to teach.

Mrs. Young asked the board to read over in the policy manual, BD and BCBI. She would like to discuss them at the next board meeting.

The board wanted the following on the agenda for next board meeting: Personnel Committee Report, Mr. James Prescott, and Policies BD and BCBI
