Member Present: Mrs. Coleman, Mr. Davis, Mrs. Horton, Mrs. Kimmell, Dr. Leggett, Mr. Moore, Mr. Snowden, Mrs. Womack, Mr. Drake, Superintendent. Also present,Connie Aslin, Board Secretary, and Gordon Robertson, Business Manager.

The special meeting of the Zachary Community School Board was held on November 26, 2002 at the Zachary School Board Office.

The meeting was called to order by Dr. Leggett. The Invocation was given by Carl Snowden and the Pledge of Allegiance by Beth Kimmell.

Roll was taken: 8 Present 1 Absent (Mrs. Young)

Dr. Leggett told the board that Chip Moore and Gaynell Young had been working on the Group Health Insurance Benefits for Retirees.

Mr. Moore read a proposal that Gaynell Young and he worked up.

Recognizing the years of service that employees have worked in Zachary Schools and acknowledging that the strength and success of the Zachary School System is dependent upon retaining employees currently in the Zachary Schools and further acknowledging that many of the current employees are vested with group health insurance benefits upon retirement from the East Baton Rouge Parish School Board, the Zachary Community School Board adopts the following policy relative to vesting group health insurance benefits upon acceptance of employment with the Zachary Community School Board.

All full time employees hired by the Zachary Community School Board will be vested for group health insurance benefits for retirees. Such vesting of group health insurance benefits ensures that upon retirement from the Zachary Community School Board, the employee will be entitled to continue his/her group health insurance coverage at the premium rate and percentage of employee cost as set by the school board.

It is our expectation that any employee hired by the Zachary Community School Board will work a minimum of three (3) years before leaving the system.

Mrs. Gaynell Young was out of town and wanted Mr. Chip Moore to read a statement from her.

Please share with the Board that I fully support the adoption of a policy which will vest all employees hired by the Zachary Community School System with retirement group health insurance benefits upon acceptance of the policy by a majority vote of the school board members. I feel confident that such a decision will be in the best interest of the current employees in Zachary Schools and other qualified employees that may be hired during the upcoming year. It lends itself to retaining our experienced employees and continuing the excellent academic ratings that our schools have enjoyed over the years. It is important that we review this policy annually and adjust as required, with the understanding that employees hired under the current policy will be grandfathered. Mr. Moore made the motion to approve this Group Health Insurance Benefits For Retirees and Mrs. Horton seconded it.
