Zachary Community School Board Minutes

April 10, 2003 7:00PM

 

Members Present: Mrs. Coleman, Mr. Davis, Mrs. Horton, Mr. Johnson, Mrs. Kimmell, Mr. Moore, Mr. Snowden, Mrs. Womack, Mrs. Young and Mr. Drake, Superintendent.

 

Also Present: Stacy Naquin, Board Attorney, Connie Aslin, Board Secretary, Gordon Robertson, Business Manager, Donald Thomas, Personnel Director, Patricia Hosemann, Food Service, Aeneid Mason, Student Support Service, and Adonica Duggan, Administrative Assistant.

The regular meeting of the Zachary Community School Board was held on April 10, 2003 at the Zachary School Board Office.

The meeting was called to order by Chip Moore, President of the Board. The Invocation was given by David Murray and the Pledge of Allegiance by Gaynell Young.

Roll was taken: 9 Present         0 Absent

Mrs. Coleman made the motion to approve the Minutes of March 27, 2003 and Mrs. Womack seconded the motion.

VOTE: 9 YEAS 0 NAYS 0 Absent

Mr. Moore told the board that beginning today, the Agenda will have public comment after approval of the Minutes. No one had any public comment.

Mr. Drake gave his Superintendent Report. He thanked First Baptist Church, Dr. Eddie Davis and Mr. John Taylor for having a supper for the school board members, staff, principals and coaches before the school board meeting. He told the board that he attended Pre-K Roundup today at Northwestern Elementary School and 30 students signed up. We will have two classes and will have a total of 40 students. Mr. Drake thanked the Superintendent Calendar Committee for all of their hard work in preparing the proposed school calendar for next year. Mr. Drake told the board that he was the guest reader at the Port Hudson Head Start this week and wanted to thank the staff for having him. Mr. Drake told the board that by May 8th, 2003, he should have all of the schools staffed and he is planning on having enrollment days for the employees on May 10th and the 17th. He told the board that Mr. Thomas has been recruiting teachers from Southern University and Southeastern. Mr. Drake said that he would start looking into Maintenance and Custodian organizations next week.

Mrs. Hoseman asked the board for approval of Sally Bumpus and Cynthia Berard for Child Nutritional Program Managers. She told the board that Ms. Bumpus would be manager for Zachary High School and Zachary Elementary and Ms. Berard would be manager for Northwestern Middle and Northwestern Elementary. Mr. Snowden made the motion to approve Ms. Bumpus and Ms. Berard for Child Nutritional Program Managers and Mrs. Womack seconded the motion.

Mr. Drake told the board that he would like to recommend the following teachers for Northwestern Elementary. After Mr. Drake called out each teacher's name, (See Attached) Mr. Johnson made the motion to approve these teachers for staffing of Northwestern Elementary. Mrs. Horton seconded the motion.

 

VOTE: 9 YEAS       0 NAYS      0 Absent

Mr. Drake told the board that he would like to recommend the following teachers for Zachary Elementary School. Mr. Drake told the board that he would not read off Mrs. Sandra Davis name and Mrs. Cheryl Moore's name until later. These two teachers are wives of board members. After Mr. Drake called out each teacher's name, Mrs. Coleman made the motion to approve these teachers for staffing of Zachary Elementary School. Mrs. Kimmell seconded the motion.

 

VOTE: 9 YEAS 0 NAYS          0 Absent

Mr Drake asked the board for approval of hiring Mrs. Sandra Davis and Mrs. Cheryl Moore for teachers at Zachary Elementary. Mrs. Kimmell made the motion to approve these teachers for staffing of Zachary Elementary School and Mrs. Horton seconded the motion.

 

Roll Vote was taken:

YEAS: Mrs. Young, Mr. Johnson, Mrs. Coleman, Mrs. Kimmell, Mr. Snoden, Mrs. Horton, Mrs. Womack.

NAYS: 0

ABSTAIN: Mr. Moore and Mr. Davis

 

Mr. Drake told the board that he would like to recommend the following teachers for Northwestern Middle School. After Mr. Drake read off each name, Mrs. Horton made the motion to approve these teachers for staffing Northwestern Middle School and Mr. Davis seconded the motion.

VOTE: 9 YEAS 0 NAYS 0 Absent

 

Mr. Drake told the board that he would like to recommend the following teachers for Zachary High School. After Mr. Drake read off each name, Mr. Davis made the motion to approve these teachers for staffing Zachary High School and Mr. Johnson seconded the motion.

Mr. Drake asked the board for approval of First Student Transportation for our bus service. Mr. Robertson told the board that First Student agreed to all contract terms just like they wanted it and it will be a 3 year contract. The company will operate twenty seven 65 passenger buses and three 19 passenger buses, including providing the drivers. After discussion from the board, Mr. Johnson made the motion to accept the contract with First Student and Mrs. Kimmell seconded the motion. VOTE: 9 YEAS 0 NAYS 0 Absent

Mr. Drake told the board that the proposed School Year Calendar for 2003 - 2004 is ready to be voted on. He told the board that school would start on August 13, 2003 and would end on May 18, 2004. After discussion from the board Mrs. Coleman made the motion to accept the School Year Calendar for 2003 - 2004 and Mrs. Womack seconded the motion. VOTE: 9 YEAS 0 NAYS 0 Absent

Mrs. Coleman asked the board for approval of the School Logo. After discussion from the board the agreed on Logo # 3 and Mr. Johnson made the motion to approve the Zachary Logo Style # 3, the letter rising Zachary and Mr. Davis seconded the motion. VOTE: 9 YEAS 0 NAYS 0 Absent

Mr. Moore told the board that they would vote on Agenda Items 11, 12 & 13 all at the same motion. Mr. Drake went over the Job Descriptions and Salary Schedules for Student Support Services ( School Social Worker, Educational Diagnostician, School Psychologist and Gifted Program Facilitator), Child Nutrition Services ( Child Nutrition Manager, Child Nutrition Technician, Child Nutrition School Clerk and Child Nutrition Purchasing Agent) and Teachers, Secretaries and Clerical Workers. Mrs. Young made the motion to approve the job descriptions and salary schedules for Student Support Services, Child Nutrition Services, Teachers, Secretaries and Clerical Workers. Mrs. Coleman seconded the motion. VOTE: 9 YEAS             0 NAYS    0 Absent

 

Mr. Robertson talked to the board about the Louisiana Workers' Compensation and told the board that he would like to recommend Risks Service of Louisiana to be our principal agent. Mr. Johnson made the motion to name Risks Services of Louisiana as our principal agent and Mrs. Kimmell seconded the motion. VOTE: 9 YEAS        0 NAYS      0 Absent

 

Mr. Robertson told the board that he has been given quotes from South Central Bell and Eatel on a telephone system. He told the board that Eatel gave the best quote on the system. After discussion from the board Mrs. Coleman made the motion to accept Eatel proposal for the phone system at the new site of the Zachary School Board and Mr. Johnson seconded the motion.

A Roll Call Vote was taken: YEAS: Mr. Johnson, Mrs. Coleman, Mrs. Kimmell, Mr. Moore, Mr. Snowden, Mr. Davis, Mrs. Horton, and Mrs. Womack

Mr. Drake told the board that a number of board members would not be able to attend the April 24, 2003 meeting, since it is the same week of Easter Vacation for the schools. Mr. Davis made the motion to move the board meeting to April 17, 2003 instead of April 24th and Mr. Snowden seconded the motion.

The board wanted to have a Work Session at 6:00PM on April 17, 2004. They wanted on the Agenda Lease Contract, Organization Chart and Policy on Students Transferring Into System.

 

The board wanted on the Agenda for the April 17 Board Meeting the following: Superintendent Report, Lease Contract, LSU Power Point Presentation, Building Committee Report, Transportation Report, and Approval of Employees.

Mrs. Coleman made the motion to adjourn and Mr. Davis seconded the motion. VOTE: 9 YEAS    0 NAYS        0 ABSENT
