January 8, 2004

Members Present: Mrs. Coleman, Mr. Davis, Mr. Johnson, Mrs. Horton, Mrs. Kimmell, Mr. Moore, Mr. Snowden, Mrs. Womack, Mrs. Young and Mr. Drake.
Also Present: Stacey Naquin, Board Attorney, Connie Aslin, Board Secretary, Donald Thomas, Personnel Director, Gordon Robertson, Business Manager, Patricia Hosemann, Food Service, Aeneid Mason, Student Support Service, Michelle Clayton, Director of Accountability and Testing, Cathy Black, Director of Technology, and Adonica Duggan, Administrative Assistant.
The Regular Meeting of the Zachary Community School Board was held on January 8, 2004 at 4700 Main Street.
The Invocation was given by Carl Snowden
The Pledge of Allegiance was led by Claire Mashburn, student at Zachary High School.

ELECTING SCHOOL BOARD OFFICERS
Mr. Moore asked the board to elect School Board Officers for the 2004 year term. Mrs. Horton made the motion to nominate Gaynell Young as President of the Zachary Community School Board and Mrs. Coleman seconded the motion.
VOTE: 9 YEAS 0 NAYS 0 ABSENT
Mrs. Kimmell made the motion to nominate Lynda Coleman as Vice President of the Zachary Community School Board and Mr. Snowden seconded the motion.

APPROVAL OF MINUTES FOR DECEMBER 18, 2003
Mrs. Womack made the motion to approve the minutes of December 18, 2003 and Mrs. Young seconded the motion.

PUBLIC COMMENT
Mr. Moore asked for any public comment and there was none.
SUPERINTENDENT REPORT
Mr. Drake told the board that Claire Mashburn has been selected to participate in the 2004 National Wind Ensemble in New York City at Carnegie Hall. Mrs. Kimmell presented Claire with a certificate for her accomplishments and Claire played a piece on her flute. Mr. Drake read a letter from Rosemary Reese, Director of the Planetarium commending Tammy Wood and the students from the Zachary Schools that went to the Planetarium, for their preparation and good behavior. Mr. Drake also received a letter from Vera Dunbar, Principal of Northwestern Elementary School, thanking the school board members for allowing Mrs. Sandy Davis to serve as the Assistant Principal from November thru December. Mr. Snowden presented Mrs. Davis with a certificate and thanked Mrs. Davis for her service. Mr. Drake told the board that Mr. Tim Crawford from Georgia Pacific Paper Mill has sent each school a check for $4000.00 for their academic programs. We have received a GEE 21 Grant for $6535.00, to provide remediation for those who have failed. The Discipline Center is now open at Zachary High School Auditorium Annex. There will be a Public Forum with CSRS on January 15th at 6:00PM and again on January 19, 2004. The Zachary Schools and School Board Office will be closed for Martin Luther King Day.
APPROVAL OF EMPLOYEES
Mr. Drake asked the board for approval of the following employees for the Zachary Community School System. (See Attached List) Mrs. Young made the motion to approve the employees and Mr. Snowden seconded the motion.

AUTHORIZATION TO REQUEST ATTORNEY GENERAL OPINION-CONSTRUCTION PROJECTS
Was tabled.
