The regular meeting of the Zachary Community School Board was held on February 22, 2007 at 4700 Main Street, Zachary, La.

The invocation was led by Mr. Owen.

The Pledge of Allegiance was led by Mr. Dayton

 

ROLL:  Mrs. Kimmell, Mrs. Young, Mr. Swilley, Mrs. Samuel, Mr. Snowden, Mr. Owen, Mrs. Rogers, Mr. Benda, and Mr. Dayton.

 

MINUTES FOR FEBRUARY 8, 2007

Mr. Snowden moved to approve the minutes for the meeting held on February 8, 2007 and Mr. Dayton seconded the motion.

SUPERINTENDENT REPORT

Mr. Drake reported that GEE and LEAP Testing will begin March 19, 2007.  Two buses that were declared surplus have been donated to the City of Zachary Fire Department for training purposes, i.e. bus rescue.  A press conference was held today at Mayor Kip Holden’s office during which UGS Corp. announced a grant that is to benefit the student population in the Baton Rouge area following hurricanes Katrina and Rita.  The grant totals $307 million and will be divided between the EBR, Baker and Zachary School Systems to provide software called Solid Edge.  It is a more advanced, three-dimensional version of the drafting software, such as Auto CAD.  The program is meant to provide a foundation from grade school to graduate school and is potentially useful in math, science, art, design and technical courses throughout grade levels beginning as early as third grade. Congratulations to Kyla D’Arensbourg, second grader from Zachary Elementary who received Honorable Mention in the 2007 LSBA Artwork Contest – K-4 Category.  Karah Landry, Peyton Wilson and Addison Murphey, third graders from Zachary Elementary, won the VFW Americanism Category III Post Contest. The Northwestern Middle School Drama Club participated in the Regional Thespian Convention and Competition in Sugarland, Texas.  All participants received no less than excellent ratings in overall competition scores.  Shelbi Bush and Connor Fuselier will go on to compete in the National Thespian Festival to be held this summer at the University of Nebraska-Lincoln.  Haley Nethvin, Jet Troth, Chesea Triche, and Whitney Davis received excellent ratings.  There were only three acts selected for showcase.  Two of the three were from Northwestern Middle School Students.  2006-2007 Cheerleaders are in Florida (Disney World) competing with fellow cheerleaders from all over the United States. The Zachary Baseball Team ranked # 2 in the state.  The Zachary Broncos Wrestling Team had a successful year, winning individual city and state championships.  Congratulations to all who participated in the Science Fair.  Savannah Johnson, and Laura Hoffman won first place on Planarian Magnetism.  Alton Taylor placed 2nd with Coca Cola Wars Continue: Coke vs Pepsi as a source of Food Poisoning.  Miriam Downing and Amy Woolfolk  received 3rd place for Constellation Fixation in Relation to the Earth’s Rotation. 

 

APPROVAL TO REVIEW BIDS TO PURCHASE SCHOOL BONDS

Mr. Dayton moved to consider and take action with respect to adopting a Resolution providing for the reviewing of the bids received for the purchase of $10,000,000 of General Obligation School Bonds, of Louisiana, approving the Official Notice of Bond Sale and Official Statement in connection therewith and Mr. Snowden seconded the motion.

ADOPT A RESOLUTION TO ACCEPT THE LOWEST BID FOR SCHOOL BONDS

Mr. Snowden moved to consider and take action with respect to adopting a resolution to accept the lowest and best bid received for the School Bonds, Series 2007 of Zachary Community School District No 1, State of Louisiana, and providing for other matters in connection therewith and Mr. Benda seconded the motion.

VOTE:  9 YEAS   0 NAYS   0 ABSENT

 

ADOPT RESOLUTION TO INCUR DEBT OF TEN MILLION DOLLARS OF SCHOOL BONDS

Mr. Benda moved to consider and take action with respect to adopting a Resolution incurring of Debt and Issuance of Ten Million Dollars (10,000,000) of General Obligation School Bonds, Series 2007, of Zachary Community School District No.1, State of Louisiana; prescribing the form and terms and conditions of said bonds; designating the date, denomination and place of payment of said bonds; providing for the payment thereof in principal and interest; providing for other matters in connection therewith and Mr. Dayton seconded the motion.

PERSONNEL MATTERS

Mr. Benda moved to approve Personnel Matters and Mr Owen seconded the motion.

APPROVAL OF BIDS RECEIVED FOR ZACHARY HIGH SCHOOL STADIUM ADDITION

Mr. Swilley reported that Bids were received for the ZHS Stadium Addition Project on Thursday, February 15, 2007. Mr. Swilley move that the ZCSB award the construction contract to Charles Carter Construction Company in the amount of $394,000 as recommended by the Architect and CSRS, Inc.  Because the amount of the lowest bid exceeds the amount designated in the Master Plan, he moved that the ZCSB amend the overall project budget from $328,487.60 to $468,487.60 with the balance of $140,000 coming from the General Fund.  Mr. Benda seconded the motion.
