ZACHARY COMMUNITY SCHOOL BOARD MINUTES
AUGUST 27, 2009
The regular meeting of the Zachary Community School Board was held on August 27, 2009 at 7:00 p.m. at 4100 Bronco Lane, Zachary, La.
The invocation was led by Mrs. Samuel.
The pledge of Allegiance was led by Mr. Owen.
ROLL: Mr. Swilley, Mrs. Samuel, Mr. Owen, Mrs. Rogers, Mr. Kelley, Mr. Benda and Mr. Dayton, ABSENT: Mrs. Young and Mr. Snowden
PUBLIC COMMENT: There was none.
MINUTES FOR AUGUST 13, 2009
Mrs. Rogers moved to approve the minutes for August 13, 2009 and Mr. Kelley seconded the motion.

SUPERINTENDENT `S REPORT
Mr. Drake reported that the ribbon cutting for Copper Mill’s outdoor classroom was held on August 26, 2009 and went very well.
Zachary Elementary Teacher, Brandie McNabb, had a teaching idea published in the October/November 2009 Mailbox magazine. Mrs. McNabb along with Ms. April Smith won a $5,000 grant from Dollar General. They plan to use the grant money to purchase a class set of LeapTrack.
The AdvancED Accreditation Commission Progress Report SACS, Karen Lawless reported they are doing an excellent job. To better serve the needs of students, an additional bus was purchased. This bus holds 14 students and has the capability to transport special needs students. Mrs. Tammy Wood reported that the Journey to College and Career program is starting a free ACT prep class for students beginning September 12, 2009. Students will be able to choose what courses they would like to take classes in.
Port Hudson Career Academy ribbon cutting will be held on Thursday, September 3, 2009 at 6 p.m. The Zachary High School gym groundbreaking will be held on Wednesday, September 23, 2009 at 10:00 a.m. The Early Learning Center groundbreaking will be held on Wednesday, September 23, 2009 at 11:00 a.m. and the Northwestern Middle School Auditorium and second gym ribbon cutting will be held, Thursday, October 1, 2009 at 6:00 p.m.
The faculty and students of Zachary Community Schools pulled together and collected food for the Zachary Food Bank. Our students donated cans of food and the food bank is now full.
BEYOND THE CALL OF DUTY
Mr. Drake presented Adonica Duggan with the award for ”r;Beyond the Call of Duty”. Mrs. Duggan has continued to go above and beyond that which is required to serve the needs of our district.
CRYSTAL GAVEL AWARD
The Crystal Gavel Award was presented to The Honorable Judge Lonny Myles by Jim Boren from the Board of Governors of the LA State Bar Association. This award was received for Judge Myles work done in his community including work he has done for the Zachary Community School District.
PERSONNEL MATTERS
Mrs. Samuel moved to approve the personnel matters and Mr. Owen seconded the motion.

CSRS UPDATE
Mrs. Abbigail Brown updated the board on the current projects going on throughout the district.
ZHS GYM BID RESULTS
Mr. Kelley moved to approve the lowest bid of $5,403,000.00 with Percy Matherne for the ZHS Gym bid results and Mr. Dayton seconded the motion.

ZHS DRAINAGE
Mr. Dayton moved to approve BenDale Farms with the lowest bid of $498,549.00 for the ZHS Drainage and Mr. Kelly seconded the motion.

ZHS GYM SOLE SOURCE VENDORS
Mr. Robertson told the board that since the School Board has already adopted parts of Title 34 of the Louisiana Administrative Code, sole source procurement is permissible. Title 34 provides for sole source procurement where the compatibility of equipment, accessories, or replacement parts is the paramount consideration. Since the School Board’s plan is to have a fire alarm system and an energy management system that has the capability of reporting to one central monitor and have the capability of reporting exact locations of problems, Mr. Robertson is recommending that the School Board use the sole source provisions of Title 34 and award the fire alarm contract for the new Gymnasium at Zachary High School to Firequest and the Energy Management System to Gulf State Automation.
Mr. Dayton moved to award the contract for the new Gymnasium at Zachary High School to Firequest and the Energy Management System to Gulf State Automation and Mrs. Samuel seconded the motion.

ROLLINS ROAD EARLY LEARNING CENTER PROJECT SOLE SOURCE VENDORS
Mrs. Samuel moved to award the contract for the Rollins Road Project to Firequest and the Energy Management System to Gulf State Automation in accordance with the Title 34 provisions stated above. Mr. Kelly seconded the motion.

Mrs. Rogers moved to award the contract for the Zachary Community School Board Office to Firequest and the Energy Management System to Gulf State Automation in accordance with the Title 34 provisions stated above. Mr. Dayton seconded the motion.

Education Committee Meeting to be held September 1, 2009 at 6:00 p.m. at the ZHS Academic Athletic Center; The Athletic Committee Meeting is to be held September 8, 2009 at 6:00 p.m. at the ZHS Academic Athletic Center and the Finance Committee Meeting is to be held September 10, 2009 at 5:00 p.m. at the ZHS Academic Athletic Center.
