NOVEMBER 12, 2009
The regular meeting of the Zachary Community School Board was held on November 12, 2009 at 7:00 p.m. at 4656 Main Street, Zachary, La.
The invocation was led by Rev. Greg Davis, Pastor of Zachary United Methodist Church.
The Pledge of Allegiance was led by Patrick Jenkins, principal at Port Hudson Career Academy.
ROLL: Mr. Swilley, Mrs. Young, Mrs. Samuel, Mr. Owen, Mrs. Rogers, and Mr. Dayton ABSENT: Mr. Kelley, Mr. Benda and Mr. Snowden

MINUTES FOR OCTOBER 29, 2009
Mrs. Rogers moved to approve the minutes for October 29, 2009 board meeting and Mrs. Samuel seconded the motion.

SUPERINTENDENT REPORT
Mr. Drake reported that the Zachary High School Fall Jazz Band Concert is tonight at 6:00 p.m. in the ZHS band room. The Thanksgiving break will be from Monday, November 23, 2009, through Friday, November 27, 2009, for students and all employees except the 12 month employees. Beginning Wednesday, November 25, 2009, through Friday, November 27, 2009, the 12 month employees will be off.

The students received a monetary award as well as a Certificate of Accomplishment.
Zachary High School:
2010 National Merit Program Commended Student: Zachary Leggett
Cacia Meeks and Josh Stevenson – ZHS Drum Majors, received a Superior Rating at the Northwestern State University marching festival.
Claire Davis and Morgan Albert were winners of The Greater Baton Rouge Literacy Council Public Service Announcement Contest.
Port Hudson Career Academy: Shantal Collins, Certified Nursing Assistant, will graduate from Louisiana Technical College on Thursday, November 19, 2009 at 6:00 p.m.

Mr. Drake recognized Catherine Patterson from the Port Hudson Career Academy. Mr. Patrick Jenkins, Principal of Port Hudson Career Academy told the board that Mrs. Patterson keeps the cafeteria running smooth and volunteers for projects that come up.
ZHS COUNSELOR PRESENTATION: JOURNEY TO COLLEGE & CAREER IMPLEMENTATION STATUS REPORT
The Zachary High School Counselors are: Michelle Vaughn - Freshman Counselor; Tiffany Montelepre – Sophomore Counselor; Bianca Brown – Junior Counselor; Donna Grice – Senior Counselor; and Erica Henry – Testing Coordinator. Each counselor described what they do each school year. (See Attached)
DEMOGRAPHIC REPORT
Mr. Charles M. Tolbert, II, Ph.D. reported that we should expect the district’s enrollment to reach 6,540 students by 2014. Mr. Tolbert said that in 10 years the enrollment may be just 8,000 students. Mr. Tolbert will give us another update this spring.

Mr. Dayton moved to approve Personnel Matters and Mrs. Rogers seconded the motion. (See Attached)

ZHS PERFORMING ARTS FIRE ALARM SYSTEM AND ENERGY MANAGEMENT SYSTEM
Mrs. Samuel moved to approve the Zachary High School Performing Arts Fire Alarm System and Energy Management System with Sole Source Vendors in accordance with the Title 39 provisions stated above and Mr. Dayton seconded the motion.

SURPLUS PROPERTY
Mrs. Young moved to approve the bid on the Brown’s house for $2,500.00 with 60 days to move it and Mrs. Rogers seconded the motion.

Mrs. Samuel moved to approve to sell the surplus property at the warehouse and Mr. Dayton seconded the motion. (See Attached List)

REVISED PROJECT BUDGETS FOR ZHS VISUAL AND PERFORMING ARTS CENTER, ZHS GYMNASIUMS, EARLY LEARNING CENTER AND ZACHARY COMMUNITY SCHOOL BOARD OFFICE
Mr. Owen moved to approve the Revised Project Budgets for Zachary High School Visual and Performing Arts Center for $9,058,221.00; Zachary High School Gymnasiums for $6,782,759.00; Early Learning Center for $7,465,262.00; and Zachary Community School Board Office for $3,276,000.00 and Mrs. Samuel seconded the motion. (See Attached List)
