ZACHARY COMMUNITY SCHOOL BOARD MINUTES
January 10, 2013
The Zachary Community School Special Board Meeting was held on January 10, 2013 at 7:00 p.m. at 3755 Church Street, Zachary, Louisiana.
The Invocation was led by Mrs. Samuel.
The Pledge of Allegiance was led by Mr. Swilley.
ROLL CALL: Mrs. Rogers, Mrs. Young, Mr. Swilley, Mrs. Samuel, Mr. Smith, Mr. Dykes, and Mr. Dayton. 2 ABSENT (Mr. Mackie and Mr. Owen)
MINUTES OF 12-13-12 BOARD MEETING
Mr. Dayton moved to approve the minutes from the December 13, 2012 Board Meeting. Mr. Dykes seconded the motion.

SUPERINTENDENT REPORT
Mr. Devillier reported that:
PreK Registration
PreK registration is currently going on. Zachary Early Learning Center held round-up on January 7 and, we are continuing to register students. Parents are encouraged to register early. Registration is also going on for Kindergarten students. Students must be 5 by September 30, 2013 to be eligible for kindergarten.
Beauty and the Beast, Jr.
Northwestern Middle School will present Beauty and the Beast, Jr. at the Northwestern Middle School Auditorium Jan. 23-25th at 7:00 p.m. doors open at 6:30. Tickets on sale through front office of Northwestern Middle beginning Jan. 16th for $7.00 a seat. Remaining tickets sold at the door for $10.00
StarLab
2nd and 3rd graders at Zachary Elementary are currently going through StarLab. This is a fun experience for the kids and a great teaching tool.
National Board
Congratulations to several of our teachers who recently received confirmation of their National Board Certification. We will honor them at an upcoming board meeting.
Band Award
Congratulations to the Zachary High Band for marching in the Outback Bowl Parade, and participating in half time performances and competition.
Rollins Place Move
We will be sending a letter home to parents to discuss the logistics around transportation for Rollins Place Elementary. We are on schedule to begin classes in the new school January 22
Students of the Year
Many of our schools completed the Student of the Year process before the holidays. Regional
competitions will take place soon and we will honor the students after those competitions are held. We have some outstanding candidates representing our district this year.
ACCEPT LOW BID FOR ZACHARY ELEMENTARY
Mr. Swilley moved to accept the low bid of $ 10,246,000 with Ratcliff Construction for Zachary Elementary School. Mrs. Samuel seconded the motion.

GENERAL OBLIGATION SCHOOL BONDS SERIES 2013
Mr. Jason Akers, of Foley Judell, talked to the board about General Obligation School Bonds Series 2013.
Mrs. Samuel moved to accept the resolution authorizing the advertising for bids for the purchase of Eleven Million Dollars ($11,000,000) of General Obligation School Bonds, Series 2013, of Zachary Community School District No. 1, State of Louisiana, authorized at election held on Tuesday, November 2, 2010, and providing or other matters in connection therewith.
Mr. Swilley, seconded the motion. (See Attached)

CANVAS RETURNS OF DECEMBER 8, 2012 ELECTIONS
Mrs. Young moved to approve a resolution providing for canvassing the returns and declaring the result of the special election held in the Zachary Community School System, in the Parish of East Baton Rouge, State of Louisiana, on December 8, 2012, to authorize the renewal of a special tax therein. Mr. Swilley seconded the motion.

Mr. Swilley made the motion to elect Mrs. Gaynell Young as Board President. Mrs. Samuel seconded the motion. There was no other nominations.
