ZACHARY COMMUNITY SCHOOL BOARD MINUTES

April 25, 2013

The Zachary Community School Board Meeting was held on April 25, 2013 at 7:00 p.m. at 3755 Church Street, Zachary, Louisiana.

The Invocation was led by Mrs. Rogers.

The Pledge of Allegiance was led by Mr. Owen.

ROLL CALL:  Mrs. Young, Mrs. Samuel, Mr. Mackie, Mr. Owen, Mrs. Rogers, Mr. Smith, Mr. Dykes, and Mr. Dayton   1 ABSENT   (Mr. Swilley)

APPROVAL OF MINUTES MARCH 14, 2013 BOARD MEETING

Mr. Mackie moved to approve the minutes from the March 14, 2013 Board Meeting.  Mrs. Samuel seconded the motion.

SUPERINTENDENT REPORT

Mr. Devillier thanked everyone for coming out tonight. The Zachary High School Performing Arts Program finished their performance of "The Wizard of Oz" this past weekend.  The Zachary Community School District Talented Arts Program will present Arts Alive 2013 on April 26, 2013 in the Visual and Performing Arts Center.  The showcase will feature work created by Talented Theatre and Talented Art students in grades one through twelve.  The visual art gallery will open for exhibition beginning at 6:00 pm.  The Zachary Elementary students this month are going on a trip to Grand Isle for the Coastal Roots.  Congratulations to the following Zachary High students for their performance at State Rally:  Lama Hantash, Vara Hantash and Carly Miller.  I want to thank Mayor David Amrhein and the city staff for hosting fish fries at all of our schools, to recognize the contributions our employees make to quality of life in our community.  We will hold our first ever District Scholars Luncheon next Monday.  We will recognize our National Merit Finalist, National Achievement Finalists, National Merit Commended Scholars and AP Scholars with a luncheon for them and their families.

RECOGNITION OF ZACHARY COMMUNITY SCHOOL DISTRICT OUTSTANDING SUPPORT EMPLOYEES OF 2013

The board  recognized the following as Support Workers of the Year:

Pierre Cooper, Early Learning Center; Susan Varnadore, Northwestern Elementary; Darryl Edwards, Rollins Place Elementary; Lea Waxley, Zachary Elementary School; John Hulbert, Copper Mill Elementary; Napier Burks Brown, Northwestern Middle School; Stacy Alonzo, Zachary High School; Zaveola Banguel, Port Hudson Career Academy; Cindy Todd, Main Office Support Employee; Earleen Stevenson, SASSY Employee of the Year;  and Willie Parker, Maintenance Employee of the Year.  The board presented each one with a certificate and a plaque.  The following employees were not able to attend but will be at our May 16, 2013 Board Meeting:  Earleen Stevenson, Cindy Todd and Willie Parker. 

Leena Doiron was named as Bus Aide of the Year.  She was presented a certificate.

The following people were recognized by the board as Substitutes of the Year:  Kitina Darby, Sheri David, Joyce Dunbar, Oliver Dyer, Leola Hughes, Doris King, Edith Mims, Julia Stern and Cynthia White.  Each person received a certificate.

REVISED 2013-2014 SALARY SCHEDULE

Mrs. Samuel moved to approve the Revised 2013-2014 Salary Schedule.  Mr. Dayton seconded the motion.

ADVERTISE FOR FOOD SERVICE AND SUPPLY BIDS

Mr. Owen moved to approve the advertising for 2013-2014 Food Service and Supply Bids.  Mr. Dykes seconded the motion.

ADVERTISE FOR PERFORMANCE-BASED ENERGY EFFICIENCY CONTRACT PROPOSALS

Mr. Dayton moved to approve the advertising for Performance-Based Energy Efficiency Contract Proposals.  Mr. Smith seconded the motion.

DONATION OF FOOTBALL EQUIPMENT BY ZACHARY JUNIOR BRONCOS FOR USE AT MIDDLE SCHOOL

Mrs. Samuel moved to accept the donation of the football equipment by Zachary Junior Broncos for use at Northwestern Middle School.  Mr. Owen seconded the motion.

SURPLUS PROPERTY

Mrs. Rogers moved to approve the Surplus Property lists.  Mr. Dykes seconded the motion.

LANDSCAPE CONTRACT

Mr. Smith moved to approve the Landscape Contract with Angelo's Lawn-Scape of Louisiana, Inc., for 24 mo's for $717,072.00. The contract will start on April 4, 2013 and end on April 3, 2015.  Mr. Mackie seconded the motion.

CONSTRUCTION MANAGER CONTRACT

Mrs. Samuel moved to approve the Contract for Donald W. Simpson as Construction Manager.    The contract will start on April 30, 2013 to December 30, 2014.  Mr. Dykes seconded the motion.

Mr. Mackie moved to change the board meeting and work session on May 23, 2013 to May 16, 2013 and to cancel May 9, 2013 Workshop.  Mr. Dykes seconded the motion.
