ZACHARY COMMUNITY SCHOOL BOARD MINUTES
November 14, 2013 Board Meeting
The Zachary Community School Board Meeting was held on November 14, 2013 at 7:10 p.m. at 3755 Church Street, Zachary, Louisiana.
The Invocation was led by Mrs. Rogers.
The Pledge of Allegiance was led by Mr. Dykes.
ROLL CALL: Mrs. Young, Mrs. Samuel, Mr. Mackie, Mr. Owen, Mrs. Rogers, Mr. Smith, and Mr. Dykes. 2 Absent (Mr. Swilley and Mr. Dayton)
APPROVAL OF MINUTES
Mr. Mackie moved to approve the October 22, 2013 Finance Committee Meeting Minutes, October 22, 2013 Facilities Meeting Minutes, October 24, 2013 Work Session Minutes, October 24, 2013 Board Meeting Minutes, and November 7, 2013 Committee of the Board Minutes. Mr. Smith seconded the motion.

SUPERINTENDENT REPORT
Mr. Devillier reported that the Community Celebration's Pack the Pantry food drive generated 1210 nonperishable food items. Barrels will be picked up from the schools tomorrow. The Gumbo sale will be tomorrow. All proceeds will go to the Zachary Food Pantry. Tomorrow night Zachary High School will play Thibodeaux High School here at 7:00 p.m. The students will be out of school starting November 25th - 29th, 2013, for Thanksgiving Holidays. The main office and school offices will be opened on November 25th & 26th, 2013.
POINT OF ORDER
Mrs. Rogers told the board that the minutes from the Committee of the Board Meeting on November 7, 2013, needed correcting. The minutes should be reading Gaynell Young was attending the meeting via teleconference.
RECOGNITION OF LOUIS BANKS
The board recognized Louis Banks for his service and dedication to the Zachary School District. Mr. Banks is retiring from the Zachary Police Department. The board presented him with a plaque.
RECOGNITION OF DEBRA TONEY, RECIPIENT OF LAHPERD ADAPTED PHYSICAL EDUCATION TEACHER OF THE YEAR
The board recognized Debra Toney as the Recipient of LAHPERD Adapted Physical Education Teacher of the Year. The board presented her with a plaque.
RECOGNITION OF KATHY CONERLY, SOUTHWEST U.S. REGION'S NATIONAL AGRISCIENCE TEACHER OF THE YEAR 2013
The board recognized Kathy Conerly as the Southwest U.S. Region's National Agriscience Teacher of the Year for 2013. The board presented her with a plaque.
2013 ANNUAL AUDIT
Mike Schexnayder of Postlethwaite & Netterville, Inc. went over the 2012-2013 Annual Audit. He told the board that the Zachary School Board was in excellent financial and business shape. Mrs. Samuel moved to approve the 2012-2013 Annual Audit Report. Mrs. Rogers seconded the motion.

PROPOSED RE-APPORTIONMENT PLAN
ZACHARY COMMUNITY SCHOOL BOARD
A RESOLUTION TO PROVIDE THAT THERE SHALL BE NINE (9)
SCHOOL BOARD MEMBERS, WHO SHALL EACH REPRESENT ONE (1)
OF NINE (9) VOTING DISTRICTS, AND TO ESTABLISH AND
PROVIDE FOR THE BOUNDARIES OF THE NINE (9) VOTING DISTRICTS
The following Resolution being offered by Mr. Owen was duly seconded by Mr. Mackie.
BE IT RESOLVED by the Zachary Community School Board of the Parish of East Baton Rouge in regular session, duly convened, in keeping with the authority granted by applicable federal and state laws and regulations, and in order to effect reapportionment of its voting districts following the 2010 Census, that it does hereby enact a Resolution.
The Zachary Community School Board shall consist of nine (9) individuals qualified to hold the office, each of whom shall be domiciled in and elected by the voters residing in one of nine (9) voting districts as herein provided.
The voting districts of Zachary Community School Board shall be designated and shall each contain the precincts indicated as follows:

1 2-5 part, 2-32 part
2 2-21 part
3 2-32 part
4 2-13 part, 2-18 part
5 2-29 part
6 2-21 part, 2-28 part, 2-29 part
7 2-18 part
8 2-14 part, 2-15 part

BE IT FURTHER RESOLVED that this Resolution will become effective five days prior to the opening of the qualifying period for the primary election for members of the School Board. The Parish shall be divided into the School Board districts provided in this Ordinance for the purposes of election of members at the regular elections. These districts shall be effective for all purposes beginning the terms of the School Board Members on the second Thursday in January following their election.
The above and foregoing has been read in full, section by section, and was thereupon submitted to a vote, the vote thereon was as follows:

WHEREUPON, the Resolution was declared adopted on the 14th day of November 2013.

TEACHER ONE-TIME PAY RAISE
Mr. Owen moved to approve the one-time pay raise to certified and non-certified employees. Mr. Mackie seconded the motion.
