ZACHARY COMMUNITY SCHOOL BOARD MINUTES

December 12, 2013 Board Meeting

The Zachary Community School Board Meeting was held on December 12, 2013 at 7:00 p.m. at 3755 Church Street, Zachary, Louisiana.

The Invocation was led by Mrs. Rogers.

The Pledge of Allegiance was led by Mr. Dayton.

ROLL CALL:  Mrs. Young,  Mr. Swilley, Mrs. Samuel, Mr. Mackie, Mr. Owen, Mrs. Rogers, Mr. Smith, and Mr. Dykes and Mr. Dayton.

AMEND THE AGENDA

Mrs. Young asked to amend the agenda to remove December 3, 2013 Executive Committee Meeting Minutes.  This item will be voted on at the next Executive Committee Meeting.

Mr. Mackie moved to amend the agenda to remove the December 3, 2013 Executive Committee Meeting Minutes.  Mr. Owen seconded the motion.

APPROVAL OF MINUTES

Mr. Swilley  moved to approve the minutes from the 11-14-13 Work Session Meeting, 11-14-13 Board Meeting, and 11-14-13 Public Hearing Reapportionment Meeting.  Mrs. Samuel seconded the motion.

SUPERINTENDENT REPORT

Mr. Devillier reported that 67 Special Olympic athletes from Rollins Place, Copper Mill, Northwestern Middle and Zachary High participated in the Capital Area Special Olympics Bowling Tournament in Baton Rouge at Don Carter All Star Lanes on December 9 and 11.  Emma Grace Marangos was Superintendent of the Day last Monday.  Zachary Elementary School will present a Christmas Musical:  "The Reindeer Whisperer" , on December 17 & 18, 2013 at 7:00 p.m., at the Zachary High School Performing Arts Theatre.  Zachary Early Learning Center is having their Christmas Music Program tomorrow.  The students will attend school half days beginning Tuesday through Thursday of next week.    Holidays begin on Friday , December 20 through January 6, 2014.  Students will return back to school on Tuesday, January 7, 2014.

CHRISTMAS CARD CONTEST WINNER

Mr. Devillier introduced Brianne Bankston, a student at Copper Mill Elementary, as the Christmas Card Contest Winner.  The board presented Brianne with a framed original picture of the Christmas card

RECOGNITION OF BOARD MEMBERS CONTINUING EDUCATION HOURS FOR 2013

Mrs. Young recognized the Zachary Community School Board Members Continuing Education Hours for 2013:  Gaynell Young, total training hours 44.5; Scott Swilley, total training hours 14.5; Sharon Samuel, total training hours 27; Kenneth Mackie, total training hours 30.25; Hubie Owen, total training hours 23.50; Jannie Rogers, total training hours 43.75; Boyce Smith, Jr., total training hours 25; Donnie Dykes, total training hours 16; and David Dayton, total training hours 26. 

Mr. Mackie moved to approve the Board Members Continuing Education Hours for 2013.  Mr. Owen seconded the motion.   (See Attached)

PUPIL PROGRESSION PLAN

Mrs. Mason read the following motion: 

Students Entering Early Admissions Programs on College Campuses - For the 2013-14 school year, students who end their junior year with a class rank of #1 and enroll in an Early Admissions program on a college campus for their senior year, shall be recognized at the end of the school year by Zachary High School as a Valedictorian at the 2014 senior class commencement ceremony.  Zachary High School will also recognize the highest ranking on-campus student(s) as Valedictorian and second highest ranking on-campus student(s) as Salutatorian at the 2014 senior class commencement ceremony. NOTE:  Senior class rank shall be based on grade point average earned beginning with the first day of school and including all subjects taken in grades 9-12. 

Mr. Swilley  moved to amend the Pupil Progression Plan for 2013-2014 and accept the motion from Mrs. Mason for the students entering early admissions programs on college campuses.  Mrs. Samuel seconded the motion.

Mrs. Rogers  moved to approve the Board Meeting Dates for 2014.  Mr. Dykes seconded the motion.    (See Attached)

SUPERINTENDENT PERFORMANCE OBJECTIVE REVIEW 2012-2013

Mr. Owen moved to approve the Superintendent Performance Objective Review 2012-2013.  Mr. Smith seconded the motion.    (See Attached)
