May 5, 2015
The Zachary Community School Board Meeting was held on May 5, 2015 at 7:00 p.m. at the school board office on 3755 Church Street, Zachary, Louisiana.
The Invocation was led by Mrs. Grice.
The Pledge of Allegiance was led by Eagle Scout - Luke Mondello.

APPROVAL OF MINUTES
Mrs. Young moved to approve the April 21, 2015 Work Session Minutes and Board Meeting Minutes, April 23, 2015 Academics, Extracurricular & Accountability Committee Meeting Minutes, and April 23, 2015 Parental & Community Involvement Minutes.

SUPERINTENDENT REPORT
Mr. Devillier reported that testing is going on this week in the district. Graduation will be on May 19, 2015, at 6:30 p.m. at Bethany World Prayer Center Human Resources Committee Meeting will be at 4:30 p.m. and Finance Committee Meeting at 5:30 p.m. on May 14, 2015. Academics, Extracurricular and Accountability Committee Meeting will be at 5:00 p.m. and Parental & Community Involvement Committee Meeting will be at 6:00 p.m. on May 23, 2015. Operations Committee Meeting will be at 5:00 p.m. on May 26, 2015. Policy & Governance Committee Meeting will be at 5:30 p.m. and Technology Committee Meeting will be at 6:30 p.m. on May 28, 2015.
RECOGNITION OF YOUNG AUTHOR'S WRITING CONTEST WINNERS
The board recognized the following Young Author's Writing Contest Winners:
Elliott Malden, William Jackson, Amari Wells, James Whitty, Niadrain Lenoir, Abigal Yoes, Emma Benedict, Brailyn King, and Trenton Lloyd.
The board presented each one with a certificate.
The board recognized the following Young Author's Writing Contest State Winners: Brailyn King, Trenton Lloyd, Elliott Malden, William Jackson, James Whitty, Nidrain Lenoir, Abigal Yoes, Emma Benedict, and Amari Wells. Mrs. Angie Cassard presented each one with a medal and a book.
RECOGNITION OF ZACHARY EAGLE SCOUTS - BSA TROOP 472 & BSA TROOP 46
The board recognized the following Zachary Eagle Scouts - BSA Troop 472 and BSA Troop 46:
Devin Wade Cambre, Matthew Michael Flanders, Trevor N. Humphrey, Jamin David Kidd, Luke Francis Mondello, Eric Matthew Scherrer , Connor James Usie and Christopher Michael Hayes, Jr. The board presented each one with a certificate.
RECOGNITION OF RETIREES
The board recognized the following 2015 Retirees: Donna Kline, Kathy Overfield, Renee Shipp, Earleen Stevenson, Monica Tyler, Shannon Beadle, Joyce Warren , Katherine Leming, Charles Gibson, and Billy Messenger.
The board presented each one with a plaque.

RECOGNITION OF BUS DRIVER OF THE YEAR
The board recognized the following school bus drivers:
Terry Henderson - Zachary Early Learning Center and Northwestern Elementary School, Ameisha Sims - Rollins Place Elementary, Oliver Humbles - Zachary Elementary School, Sylvia Collins - Copper Mill Elementary School, Kathy Atkins - Northwestern Middle School, and Trae Young - Zachary High School and Carlette Walker - Zachary Career and Technical Center.
The board presented each one with a certificate.
Mr. Oliver Humbles was selected as the Bus Driver of the Year. The board presented him with a certificate.
Mr. Owen asked the board to move Agenda Item #18 Refund Bond Resolution up before Agenda Item # 14.
REFUND BOND RESOLUTION
Mrs. Kimmell moved to approve a resolution providing for the issuance and sale of General Obligation School Refunding Bonds, Series 2015, of Zachary Community School District No. 1, State of Louisiana; prescribing the form, fixing the details and providing for the rights of the owners thereof; providing for the payment of the principal of and interest on such bonds and the application of the proceeds thereof to the refunding of certain bonds of said District; and providing for other matters in connection therewith. Mrs. Young seconded the motion.

Mr. Hughes moved to approve "The Advocate" as the 2015-2016 Official Journal. This will start on July 1, 2015 - June 30, 2016. They will publish all the Zachary Community School Board's official proceedings at the rate of 33 cents per agate line of space occupied by each insertion as provided. Mrs. Kimmell seconded the motion.

2014-2015 BUDGET AMENDMENT
Mrs. Kimmell moved to approve the 2014-2015 Budget Amendment. Mrs. Fuselier seconded the motion as presented by Mr. Robertson. (See Attached)

2015-2016 FOOD SERVICE AND SUPPLY BIDS
Mr. Dayton moved to adopt the 2015-2016 Food and Supply Bids. Mr. Hughes seconded the motion.

COOPERATIVE ENDEAVOR AGREEMENT BETWEEN THE CITY OF ZACHARY AND THE ZACHARY COMMUNITY SCHOOL SYSTEM (ZYP MULTIPURPOSE RECREATIONAL FACILITY) CONTRACT
Mr. Hughes moved to approve the Cooperative Endeavor Agreement between the City of Zachary and ZCSB (ZYP Multipurpose Recreational Facility) contract. This agreement shall begin on the 1st day of July, 2015 and shall terminate on June 30, 2016. The District will have exclusive use of Field 1 and Field 11. In consideration for the use of the fields the District will pay to the City the amount of $30,000.00 per year. Payment will be made in equal payments of $2,500.00 each month. Mrs. Kimmel seconded the motion.

JOINT AGREEMENT WITH THE CITY OF ZACHARY SRO AND CROSSING GUARDS CONTRACT
Mr. Hughes moved to approve the Joint Agreement with the City of Zachary SRO and Crossing Guards contract. This agreement will be for one year, starting on July 1, 2015 and ending on June 30, 2016. The total amount the Zachary Community School Board will pay will be $142,500.00 in four equal payments. Mrs. Grice seconded the motion (See Attached)
