ZACHARY COMMUNITY SCHOOL BOARD MINUTES

March 15, 2016

The Zachary Community School Board Meeting was held on March 15, 2016 at 7:00 p.m. at 3755 Church Street, Zachary, Louisiana.

The Invocation was led by Mr. Hughes.

The Pledge of Allegiance was led by Mr. Dayton.

ROLL CALL: Mrs. Kimmell, Mrs. Young, Mrs. Fuselier, Mr. Hughes, Mrs. Grice, Mr. Owen, Mrs. Vessel, Mrs. Watkins, and Mr. Dayton.

APPROVAL OF MINUTES

Mrs. Young moved to approve the minutes for March 1, 2016 Work Session and Board Meeting.  Mr. Dayton seconded the motion.

There was no public comment.

SUPERINTENDENT REPORT

Mr. Devillier thanked everyone for attending and commended those in attendance who were being recognized for their accomplishments.   Mr. Devillier announced that the ZHS Mock Trial Team won the State Championship this past weekend and will be honored at a future board meeting.  Wednesday, March 23^rd at 9:00 a.m., former ZHS student Ms. Taylor Dupre will be at Rollins Place Elementary to read her book, “Gumbo on the Bayou”, to the students.  Spring break for students is Friday, March 25^th through Friday, April 1^st, returning to school on Monday, April 4^th.  Friday, March 25^th through Tuesday, March 29^th all ZCSD offices will be closed.

RECOGNITION OF Z-STAR STUDENTS

The board recognized Mrs. Lowery’s Z-Star class from Zachary High School.  Mrs. Lowery told the board that the Z-Star Class is made up of students who want to become teachers.

RECOGNITION OF JESSE SPEARS’ DEDICATED SERVICE TO ZACHARY COMMUNITY SCHOOL BOARD

The board presented the family of Jesse Spears with a certificate and a plaque from the Louisiana State School Board Association in honor of his love for and dedication to the Zachary Community School Board.  Mr. Jesse was a school board member from November 2000 to March 2001.

RECOGNITION OF STUDENTS OF THE YEAR

The board recognized Students of the Year:

Zachary Early Learning Center –Rhett Broussard

Northwestern Elementary School – Addison Todd

Rollins Place Elementary School – Reed Clouatre

Zachary Elementary School – Abigail Morris

Copper Mill Elementary School – Gavin Malden

Northwestern Middle School – Ethan Savario

Zachary High School – Elise Goff

The board presented each student with a plaque.

RECOGNITION OF KENNEDY WILCHER – 2016 DEMCO ESSAY WINNER

The board recognized Kennedy Wilcher as the 2016 DEMCO Essay Winner.

The board presented Kennedy with a certificate.

RECOGNITION OF KYLA BATES – 2016 STATE WINNER IN POETRY OUT LOUD

The board recognized Kyla Bates as the 2016 State Winner in the Poetry Out Loud Contest.  The board presented Kyla with a certificate.

RECOGNITION OF THE ZHS 2016 GIRLS BASKETBALL TEAM 4-5A DISTRICT CHAMPIONS

The board recognized the following ZHS 2016 Girls Basketball Team 4-5A District Champions:  Aleah Haynes, Tamia Veal, Jaelyn Marks, Kristina Brooks, Danielle Fleming, Rayah Haynes, Bryanna Langford, Lauren Langley, Avery Long, JaMecia Profit, Zoria Breaux, Ty’Reanna Izzard, Mya McDaniels, Katy McDonald, Jashayln Profit, Ajah Smith, Jazlyn Smith and Arelle Washington.  The board presented each one with a certificate.

The board recognized the managers: Christian Lyons, KeAndre Sanders, Zuri Jenkins and Teri Ward.  The board presented them with a certificate.

The board also recognized Coach Stephens, Coach McKnight, Coach Moffat, Principal Joe LeBlanc and Assistant Principals Erica Henry and Todd McDonald.  The board presented them with a certificate.

RECOGNITION OF THE ZHS 2016 LHSSA DIVISION GIRLS TRACK INDOOR STATE CHAMPIONS

The board recognized the following ZHS 2016 LHSSA Division Girls Track Indoor State Champions:  Candace Baity, Kiara Bethley, Ali Brunson, Stacey Clark, Rebecca Day, Frankie Griffin, Victoria Guidry, Indya Jackson, Kristian Jackson, Katie Mestayer, Janie O’Connor, Rhagan Rider, Dakota Williams and Haley Zweigle. The board presented each student with a certificate.

The board also recognized Coach Carrier, Coach Carlisle, Coach Cleveland, Coach Davis, Coach Delee, Coach Kelley and Coach Nagle.  The board presented them with a certificate. 

BOND RESOLUTION

Mr. Dayton moved to approve the following Bond Resolution:  A resolution providing for the issuance and sale of General Obligation School Refunding Bonds, Series 2016, of Zachary Community School District No. 1, State of Louisiana; prescribing the form, fixing the details and providing for the rights of the owners thereof; providing for the payment of the principals of and interest on such bonds and the application of the proceeds thereof to the refunding of certain bonds of said District; and providing for other matters in connection therewith. Mrs. Fuselier seconded the motion.                                                                                  (See Attached)

Operations Committee Meeting will meet on Tuesday, March 22, 2016 at 5:00 p.m., at

Zachary Elementary School Library.

Board Retreat will be on Saturday, May 7, 2016 at the Old Centenary Inn, in Jackson, La.
