ZACHARY COMMUNITY SCHOOL BOARD MINUTES

July 19, 2016

 

The Zachary Community School Board Meeting was held on July 19, 2016 at 7:00 p.m. at 3755 Church Street, Zachary, Louisiana.

The Invocation was led by Mrs. Watkins.

The Pledge of Allegiance was led by Mrs. Vessel.

ROLL CALL:  Mrs. Kimmell,  Mrs. Fuselier, Mr. Hughes, Mrs. Grice, Mr. Owen, Mrs. Vessel, Mrs. Watkins, and Mr. Dayton.   1 ABSENT – Mrs. Young   

 

APPROVAL OF MINUTES

Mr. Owen   moved to approve the minutes from the June 21, 2016 Work Session and Board Meeting and July 12, 2016 Mini Board Retreat.   Mrs. Watkins seconded the motion.

There was no public comment.

SUPERINTENDENT REPORT

Mr. Devillier reported that first day of school is August 10, 2016.   Orientation at the schools will start next week.  Back to School Opening Session will be held at the ZHS Visual Performing Arts Center at 9:00 a.m. on Friday August 5, 2016.  The 2016 Southern Region Leadership Conference will be in New Orleans on July 31- August 2, 2016.

 

ADOPT THE ADJUSTED MILLAGE RATE(S)

Mr. John Musso told the board that by state law, the millage rate must be rolled back after a reassessment so that taxing agencies receive the same revenue as previous year.

Mr. John Musso read the following Resolution:

RESOLUTION NO. 1

            BE IT RESOLVED, by the Zachary Community School Board of the Parish of East Baton Rouge, Louisiana, in a public meeting held on July 19, 2016, which meeting was conducted in accordance with the Open Meeting Law and the additional requirements of Article VII, Section 23(C) of the Louisiana Constitution and R. S. 47:1705(B), that the following adjusted millage rates be and they are hereby levied upon the dollar of the assessed valuation of all property to ad valorem taxation within said Parish for all the year 2016, for the purposes of raising revenue:

            Constitutional                                                   4.890 mills

            Special School Maintenance                               37.390 mills

 

            BE IT FURTHER RESOLVED that the Assessor of the Parish of East Baton Rouge, shall extend upon the assessment roll for the year 2016 the taxes herein levied, and the tax collector of said Parish shall collect and remit the same to said taxing authority in accordance with law.

            The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

Mrs. Vessel moved to adopt the adjusted Millage Rate(S).  Mr. Owen seconded the motion.

Mrs. Kimmell asked for any public comment.  There was none.

SET FORTH THE ADJUSTED MILLAGE RATE (S) AND ROLL FORWARD TO MILLAGE RATE (S) NOT EXCEEDING THE MAXIMUM AUTHORIZED RATE (S)

Mr. John Musso, Business Manager, read the following Resolution:

 

RESOLUTION NO. 2

 

            BE IT RESOLVED, by the Zachary Community School Board of the Parish of East Baton Rouge, Louisiana, in a public meeting held on July 19, 2016, which meeting was conducted in accordance with the Open Meetings Law and the additional requirements of Article VII, Section 23(C) of the Louisiana Constitution and R.S. 47:1705(B), that the taxing district voted to increase the millage rate(s), but not in excess of the prior year’s maximum rate(s), on all taxable property shown on the official assessment roll for the year 2016, and when collected, the revenues from said taxes shall be used only for the specific purposes for which said taxes have been levied. Said millage rates are:

              BE IT FURTHER RESOLVED that the Assessor of the Parish of East Baton Rouge, shall extend upon the assessment roll for the year 2016 the taxes herein levied, and the tax collector of said Parish shall collect and remit the same to said taxing authority in accordance with law.

The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by no less than two-thirds of the total membership of the taxing authority voting in favor as required by Article VII, Section 23(C) of the Louisiana Constitution and R.S. 47:1705(B). The votes were:

Mr. Hughes moved to set forth the adjusted Millage Rage (s) and Roll Forward to Millage Rate(s) not exceeding the maximum Authorized Rate(s).  Mrs. Fuselier seconded the motion.

Mrs. Kimmell asked for any public comment.  There was none.
