ZACHARY COMMUNITY SCHOOL BOARD MINUTES
DECEMBER 5, 2017
The Zachary Community School Board Meeting was held on December 5, 2017 at 7:00 p.m. at 3755 Church Street, Zachary, Louisiana.
The Invocation was led by Mr. Hughes.
The Pledge of Allegiance was led by Mrs. Westmoreland.
ROLL CALL: Mrs. Young, Mrs. Westmoreland, Mr. Hughes, Mrs. Grice, Mr. Owen, Mrs. Vessel, Mrs. Kimmell, Mrs. Watkins, and Mr. Dayton.
APPROVAL OF MINUTES
Mrs. Kimmell moved to approve the minutes for November 7, 2017 Work Session, Board Meeting and November 28, 1017 Policy Committee Meeting. Mrs. Watkins seconded the motion.

SUPERINTENDENT REPORT
Mr. Devillier thanked everyone for coming and announced the Zachary High School Football Team will play at the Dome in New Orleans against Hahnville on Saturday, December 9, 2017 for State Championship. On Thursday, December 7, we will have a Community Pep Rally at the stadium, at 6:00 p.m. Mr. Devillier went over upcoming dates. (See Attached)
RECOGNITION OF CHRISTMAS CARD CONTEST WINNER
The board recognized Amelia Orlando, a senior at Zachary High School, as the Christmas Card Contest Winner. The board presented Amelia with a framed original picture of the Christmas card.
RECOGNITION OF JOSEPH HOWARD-ZHS-2017 SUMMER PAGE FOR REP. KENNY HAVARD, LA. LEGISLATIVE YOUTH ADVISORY COUNCIL, BOYS STATE AND 2 TIME WINNER OF DEMCO ESSAY
The board presented Joseph Howard a certificate for his following accomplishments: 2017 Summer Page for Rep. Kenny Havard, Louisiana Legislative Youth Advisory Council, Boys State – Made ballot for Governor and 2 trips to DC this summer representing DEMCO.
RECOGNITION OF NORTHWESTERN MDDLE SCHOOL BOYS CROSS COUNTRY TEAM 2017 STATE CHAMPIONSHIP
The board recognized the Northwestern Middle School Cross Country Team for winning State Championship. The board presented certificates to the team and Coach David Onellion. (See Attached)
RECOGNITION OF RETIREE
The board presented a plaque to Patricia Bankston, teacher at Northwestern Elementary, for all of her hard work and dedication through the years.
AG UPDATE
Mrs. Brumbaugh introduced the 2017-2018 FFA Officers: President - Katie Mestayer, Vice President- Caroline Fontenot, Sentinel - Hunter Holiday, Reporter – Matthew Fontenot, Treasure – William Drew, Chaplin – Alicia Moree, and Freshman Representative – Laila Krzewinski. The students gave the board a summary of what all they do in the community and presented each board member with a beautiful Poinsettia Plant. (See Attached)
POLICIES
Mrs. Kimmell moved to approve the following policies: File JGCD – Administration of Medication, File: EB – Buildings and Grounds Management, File: GAMA Employee Tobacco Use and File: JCDAA - Student Smoking/Use of Tobacco. Mrs. Westmoreland seconded the motion.

PERMISSION FOR SCHOOL BOARD MEMBERS (GAYNELL YOUNG & BETH KIMMELL) TO TRAVEL OUT OF STATE TO THE NSBA/ANNUAL CONFERENCE IN SAN ANTONIO, TEXAS – APRIL 7-9, 2018
Mrs. Watkins moved to give permission for school board members, Gaynell Young & Beth Kimmell, to travel out of state to the NSBA/Annual Conference in San Antonio, Texas on April 7-9, 2018. Mrs. Westmoreland seconded the motion.

RESOLUTION FOR BANK OF ZACHARY
Mr. Dayton moved to approve the Resolution giving Mr. Devillier permission to sign the application on behalf of the Zachary Community School Board for a credit card from the Bank of Zachary. Mrs. Westmoreland seconded the motion.

RESOLUTION MAKING APPLICATION TO THE STATE BOND COMMISSION FOR CONSENT AND AUTHORITY TO ISSUE, SELL AND DELIVER NOT EXCEEDING $10,000,000 OF GENERAL OBLIGATION SCHOOL REFUNDING BONDS OF ZACHARY COMMUNITY SCHOOL DISTRICT NO. 1, STATE OF LOUISIANA, ALL IN THE MANNER PROVIDED FOR BY CHAPTER 14-A OF TITLE 39 OF THE LOUISIANA REVISED STATUTES OF 1950, AS AMENDED AND OTHER CONSTITUTIONAL AND STATUTORY AUTHORITY; PROVIDING FOR THE EMPLOYMENT OF BOND COUNSEL AND APPOINTMENT OF MUNICIPAL ADVISOR AND UNDERWRITER; AND PROVIDING FOR OTHER MATTERS IN CONNECTION THEREWIT
RESOLUTION PROVIDING FOR THE ISSUANCE AND SALE OF GENERAL OBLIGATION SCHOOL REFUNDING BONDS, SERIES 2018, OF ZACHARY COMMUNITY SCHOOL DISTRICT NO. 1, STATE OF LOUISIANA; PRESCRIBING THE FORM, FIXING THE DETAILS AND PROVIDING FOR THE RIGHTS OF THE OWNERS THEREOF; PROVIDING FOR THE PAYMENT OF THE PRINCIPAL OF AND INTEREST ON SUCH BONDS AND THE APPLICATION OF THE PROCEEDS THEREOF TO THE REFUNDING OF CERTAIN BONDS OF SAID DISTRICT; AND PROVIDING FOR OTHER MATTERS IN CONNECTION THEREWITH.
Due to legislative changes, Mr. Owen moved to table Agenda Items #15 & 16 for the General Obligation School Refunding Bonds until the January 16, 2018 Board Meeting. Mrs. Grice seconded the motion.

2018-2019 SCHOOL CALENDAR
Mrs. Westmoreland moved to approve the 2018-2019 School Calendar. Mr. Hughes seconded the motion.
