ZACHARY COMMUNITY SCHOOL BOARD MINUTES

SEPTEMBER 3, 2019

 

The Zachary Community School Board Meeting was held on September 3, 2019 at 7:00 p.m. at 3755 Church Street, Zachary, Louisiana.

 

INVOCATION: Mrs. Vessel

PLEDGE OF ALLEGIANCE: JROTC

 

ROLL CALL: Mrs. Watkins, Mrs. Young, Mrs. Westmoreland, Mr. Hughes, Mr. Mackie, Mr. Owen, Mrs. Vessel, Mrs. Kimmell, Mr. Dayton.  

 

APPROVAL OF MINUTES

Mrs. Kimmell moved to approve the minutes for the August 6, 2019 Work Session and Board Meeting.  Mr. Owen seconded the motion.   (See Attached)

There was no public comment.

VOTE:    9 YEAS    0 NAYS  0 ABSENT   

 

SUPERINTENDENT REPORT

Mr. Devillier reported that the Hammond & Sills-La School Law Workshop will be on September 19 & 20, 2019 at the Crowne Plaza in Baton Rouge, la.

The board recognized the following ROTC students that travel to Normandy this summer:  Cody Maurer, Hannah Brown, Brian Edwards, Alissa Edwards, Laikyn  Brewer, Larkin Price, Craig Jones, Mylicia Washington, Sarina Valera, Madison Mathis, Madeline Meeks, Dylan Meaux, Garrett Rome, Joshua Hogan, Morgan Day, Jenna Hopwood, Christian Dunaway, Audrey Hanks, Ethan Russell.  The students, JROTC Instructors, and 3 chaperones travelled to and from France this past summer in order to participate in ceremonies and events that commemorated the 75th Anniversary of WWII D-Day Invasion of France.  The cadets participated in commemoration ceremonies at the Brittany US Cemetery at St. James, France and at the US Cemetery at Omaha Beach.  They also march in the Saint-Mere-Eglise.

 

RECOGNITION OF  2019-2020 PARENT REPRESENTATIVES

The board recognized the following 2019- 2020 Parent Representatives:  7th Grade – Stacey Howell, 7th & 1st Grade – Tracy Payton, 7th & 4th Grade – Leigh Reed, 9th,-7th -5th & 2nd Grade

Brenton Sumler, 1st & Pre-K- Matthew Valasik.  Mr. Valasik did not attend.

 

UNINSURED-UNDER INSURED MOTORIST

Mrs. Young moved to reject the Uninsured-Under Insured Motorist Bodily Injury Insurance.  Mr. Mackie seconded the motion.  (See Attached)

There was no public comment.

VOTE:  8 YEAS    1 NAY (Mrs. Vessel)  0 ABSENT

 

POLICY – FILE: IKI – LESSON PLANS

Mrs. Kimmell moved to approve File:IKI – Lesson Plan Policy.  Mr. Owen seconded the motion.

EXPULSION APPEALS – (2 FOR EXPULSION HEARINGS)

Board Attorney – Ricky McDavid explained the procedures. He told the board that since the students are minors, they will refer them by their initials.  The first student will be TS and second will be BW.

 

The board asked if anyone would like to speak on TS.  No one spoke.

Mrs. Young made the motion for an appeal on TS.  Mrs. Vessel seconded the motion.

ROLL CALL VOTE:  Mrs. Watkins – Yea, Mrs. Young – Yea, Mrs. Westmoreland – Nay, Mr. Hughes – Nay, Mr. Mackie – Yea, Mr. Owen – Nay, Mrs. Vessel – Yea, Mrs. Kimmell – Nay, Mr. Dayton – Yea

5 YEAS  4 NAYS  0 ABSENT

 

The board asked if anyone would like to speak.  The following people spoke on student BW.

Donald R. Dobbins, JoAnn Sandes, Annie L. Brown, Jackie Snowden, Derrick Williams, C. Hunter King, and Carl Spears.  (See Attached)

 

Mr. Mackie made the motion for an appeal on BW.  Mrs. Vessel seconded the motion. 

ROLL CALL VOTE:  Mrs. Watkins – Yea, Mrs. Young – Yea, Mrs. Westmoreland – Nay, Mr. Hughes – Yea, Mr. Mackie – Yea, Mr. Owen – Yea, Mrs. Vessel – Yea, Mrs. Kimmell – Yea, Mr. Dayton – Yea.

Both appeals will be heard on September 17, 2019 at 6:00 p.m.
