ZACHARY COMMUNITY SCHOOL BOARD MINUTES

DECEMBER 3, 2019

The Zachary Community School Board Meeting was held on December 3, 2019 at 7:00 p.m. at 3755 Church Street, Zachary, Louisiana.

ROLL CALL: Mrs. Watkins, Mrs. Young, Mrs. Westmoreland, Mr. Hughes, Mr. Mackie, Mr. Owen, Mrs. Vessel, Mrs. Kimmell, Mr. Dayton.                                            

APPROVAL OF MINUTES

Mrs. Kimmell moved to approve the minutes for the November 5, 2019 Resources Committee, Work Session and Board Meeting and November 12 Committee of the Whole Committee.  Mrs. Vessel seconded the motion.

SUPERINTENDENT REPORT

Mr. Devillier announced that all schools and offices will be closed December 20 – January 3^rd.

ZHS Ag Teacher, Melissa Brumbaugh introduced the 2019-2020 FFA Officers.  The students presented each board member with a beautiful poinsettia plant.

Mr. Devillier announced upcoming dates.  (See Attached)

RECOGNITION OF 2019 CHRISTMAS CARD CONTEST

The board recognized Anna Mills, 8^th grade student, at Northwestern Middle School as the Christmas Card Winner. The board presented Anna with a framed original picture of the Christmas card.

The board recognized the following Best of Christmas Cards from each school: Northwestern Elementary - Pearl Hurst, Rollins Place Elementary - Javan Otwom, Zachary Elementary - Rylin Frederick, Copper Mill - Carter Durand, Zachary High - Maddie Gleason.   The board presented each student with a framed original picture of their Christmas card.

BOND RESOLUTIONS

Mr. Musso read the following resolution.

A resolution recognizing the final form and execution of the Bond Purchase Agreement in connection with the issuance and sale of $7,840,000 General Obligation School Refunding Bonds, Series 2019, of Zachary Community School District No. 1, State of Louisiana and providing for other matters in connection therewith.  Mrs. Kimmell moved to approve the Resolution and Mr. Owen seconded the motion.

There was no public comment.

VOTE: 9 YEAS   0 NAYS   0 ABSENT

BOND RESOLUTION

A resolution recognizing the final form and execution of the Bond Purchase Agreement in connection with the issuance and sale of $8,890,000 Taxable General Obligation School Refunding Bonds, Series 2019A, of Zachary Community School District No. 1, State of Louisiana and providing for other matters in connection therewith.   Mr. Owen moved to approve the Resolution and Mrs. Westmoreland seconded the motion.

There was no public comment.

VOTE: 9 YEAS   0 NAYS  0 ABSENT

2020 BOARD MEETING DATES

Mr. Hughes moved to approve the 2020 Board Meeting Dates. The Meeting Dates will be the First Tuesday of each month and in June, July, and November they will be the Second Tuesday.  Mrs. Westmoreland seconded the motion.

2020-2021 SCHOOL CALENDAR

Mrs. Westmoreland moved to approve the 2020-2021 School Calendar.  Mr. Mackie seconded the motion.

ELECTION OF OFFICERS

Mrs. Watkins nominated Mrs. Vessel for President.  Mr. Owen moved that Mrs. Vessel be approved by acclimation.  Mrs. Young seconded the motion.

Mrs. Kimmell moved for Mrs. Westmoreland to be Vice President.  Mrs. Vessel seconded the motion.
