ZACHARY COMMUNITY SCHOOL BOARD MINUTES

The Zachary Community School Board Meeting was held on October 6, 2020 at 7:00pm, at the ZHS Visual & Performing Art Center, 4100 Bronco Lane, Zachary, Louisiana.

INVOCATION: Father Freeman – St. Patrick’s Episcopal Church

PLEDGE OF ALLEGIANCE: Mrs. Kimmell

ROLL CALL: Mrs. Westmoreland, Mrs. Young, Mr. Hughes, Mr. Mackie, Mr. Owen, Dr. Lathon, Mrs. Kimmell, Mrs. Watkins, Mr. Dayton.       

  

APPROVAL OF MINUTES

Mr. Mackie moved to approve the minutes for the September 1, 2020 Work Session and Board Meeting.  Mr. Hughes seconded the motion.

RECOGNITION OF SEAN BURRELL 2X GATORADE LA. BOYS TRACK & FIELD ATHLETE OF THE YEAR

The board recognized Sean Burrell as the 2X Gatorade La. Boys Track & Field Athlete of the Year and presented him with a certificate.

 

RECOGNITION OF TEACHER OF THE YEAR 2021

The board presented plaques to the following teachers of the year: 

Zachary Early Learning Center – Sheri Broussard, Northwestern Elementary – Michelle Rigney, Rollins Place Elementary – Margaret Ridgley, Zachary Elementary – Catherine Travis, Copper Mill Elementary – LaShaunda Tate, Northwestern Middle – Shannon Mitchem, Zachary High – Annie Freeman.  Louisiana Semi-Finalist Teacher of the Year – Annie Freeman.

Mrs. Rigney did not attend.

RECOGNITION OF RETIREES

The board presented plaques to the following retirees: Stephanie Cliburn, Vicki Wigger,  Rachele Foote and Brian Heikes.

 

PUPIL PROGRESSION

Mrs. Kimmell moved to approve the 2020-2021 Pupil Progression Plan.  Mr. Hughes seconded the motion.

ADOPT THE ADJUSTED MILLAGE RATE(S)

Mr. Musso told the board that by state law, the millage rate must be rolled back after a reassessment so that taxing agencies receive the same revenue as previous year.

Mr. Musso read the following Resolution:

 

RESOLUTION NO. 1

               BE IT RESOLVED, by the Zachary Community School Board of the Parish of East Baton Rouge, Louisiana, in a public meeting held on October 6, 2020, which meeting was conducted in accordance with the Open Meeting Law and the additional requirements of Article VII, Section 23(C) of the Louisiana Constitution and R. S. 47:1705(B), that the following adjusted millage rates be and they are hereby levied upon the dollar of the assessed valuation of all property to ad valorem taxation within said Parish for all the year 2020, for the purposes of raising revenue:

               BE IT FURTHER RESOLVED that the Assessor of the Parish of East Baton Rouge, shall extend upon the assessment roll for the year 2020 the taxes herein levied, and the tax collector of said Parish shall collect and remit the same to said taxing authority in accordance with law.

            The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

SET FORTH THE ADJUSTED MILLAGE RATE(S) AND ROLL FORWARD TO MILLAGE RATE(S) NOT EXCEEDING THE MAXIMUM AUTHORIZED RATE(S)

 

RESOLUTION NO. 2

                     BE IT RESOLVED, by the Zachary Community School Board of the Parish of East Baton Rouge, Louisiana, in a public meeting held on October 6, 2020, which meeting was conducted in accordance with the Open Meetings Law and the additional requirements of Article VII, Section 23(C) of the Louisiana Constitution and R.S. 47:1705(B), that the taxing district voted to increase the millage rate(s), but not in excess of the prior year’s maximum rate(s), on all taxable property shown on the official assessment roll for the year 2020, and when collected, the revenues from said taxes shall be used only for the specific purposes for which said taxes have been levied. Said millage rates are:

The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by no less than two-thirds of the total membership of the taxing authority voting in favor as required by Article VII, Section 23(C) of the Louisiana Constitution and R.S. 47:1705(B). Mrs. Westmoreland moved to adopt 24.0 Mills or Taxes for Debt Service for 2020.  Mr. Hughes seconded the motion.

Mr. Hughes moved to reject the Uninsured/Underinsured Motorists Bodily Injury Resolution. Mrs. Kimmell seconded the motion.

SERVITUDE AT PORT HUDSON CAREER ACADEMY

Mrs. Young moved to grant permission for Mr. Devillier sign necessary papers for the Servitude at Port Hudson Career Academy.    Mr. Hughes seconded the motion.
