The Zachary Community School Board Meeting was held on March 2, 2021 at 7:00pm, at the ZHS Visual & Performing Arts Center, 4100 Bronco Lane, Zachary, Louisiana.

ROLL CALL: Mr. Mackie, Mrs. Westmoreland, Mr. Hughes, Mr. Owen, Dr. Lathon, Mrs. Kimmell, Mrs. Watkins, Mr. Dayton.    1 Absent - (Mrs. Young)

 APPROVAL OF MINUTES

Mrs. Kimmell moved to approve the minutes for February 2, 2021 Resources Committee, Work Session and Board Meeting.  Mr. Hughes seconded the motion.

There was no public comment.

AMEND AGENDA TO ADD AGENDA ITEM # 13A – EMPLOYEE SUPPLEMENT

Mr. Owen moved to add Agenda Item # 13A – Employee Supplement and Mrs. Westmoreland seconded the motion.

VOTE: 8 YEAS  0 NAYS  1 ABSENT

RECOGNITION OF 2021 LOUISIANA’S TOP YOUTH VOLUNTEER OF THE YEAR

The board presented Preston Horton of Copper Mill Elementary, with a certificate, for being selected the 2021 Louisiana’s Top Youth Volunteer of the Year.

RECOGNITION OF 2021 BOYS DIVISION 1 INDOOR TRACK & FIELD STATE CHAMPIONS

The board presented certificates to the following:  Caleb Ackman, DeAndray Coates, Luke Dubee, Ashton Freeman, LeJanune George, Jr, Chris Hilton, Carlton Johnson, Rhen Langley, Keiante Lezard, Jireon Miler, Dillon Moree, Taishon Nelson, Kameran Senegal, Corey Simpson, Cody Smith, Kenson Tate, Connor Wisham

RECOGNITION OF GIRLS DIVISION 1 INDOOR TRACK & FIELD INDIVIDUAL STATE CHAMPIONS

The board presented certificates to the following:  Orsciana Beard, Jadan Jackson.

RECOGNITION OF ASHTON FREEMAN – STATE CHAMPION WRESTLER

The board presented Ashton Freeman a certificate for State Champion Wrestler.

RECOGNITION OF 2020-2021 NATIONAL MERIT FINAIST

The board presented certificates to the following: Natalie M. Creel and Anna K. Dupre.

Dr. Lathon left out of meeting at 7:45pm.

 2019-2020 ANNUAL AUDIT REPORT

Amanada Strebeck of Postlethwaite & Netterville, Inc. presented the 2019-2020 Audit Report.  Mrs. Strebeck reported that the Zachary Community School Board was in excellent financial and business shape.

Mrs. Watkins moved to accept the 2019-2020 Annual Audit Report.  Mr. Hughes seconded the motion.

VOTE:   7 YEAS   0 NAYS  2 ABSENT

PERMISSION TO ADVERTISE FOR FOOD SERVICE AND SUPPLY BIDS

Mr. Dayton moved to give permission to advertise for Food Service and Supply Bids.  Mrs. Kimmell seconded the motion.

There was no public comment.

VOTE:  7 YEAS   0 NAYS    2 ABSENT

Dr. Lathon returned to meeting at 7:53PM.

RESOLUTION

Mrs. Kimmell moved to approve a resolution making application to the State Bond Commission for consent and authority to issue, sell and deliver not exceeding $17,000,000 of General Obligation School Refunding Bonds of Zachary Community School District No. 1, State of Louisiana; providing for the employment of professionals: and providing for other matters in connection therewith.  Mr. Hughes seconded the motion.     (See Attached)

EMPLOYEE SUPPLEMENT

Mrs. Kimmell moved to approve a one time only Employee Supplement of $1500.00 to all full time employees starting August 2020 School Year and part time employees would receive 50% of the supplement.  Mr. Hughes seconded the motion.
