ZACHARY COMMUNITY SCHOOL BOARD MINUTES

December 13, 2022

 

The Zachary Community School Board Meeting was held on December 13, 2022 at 7:00 p.m. at 3755 Church Street, Zachary, Louisiana.

 

The Invocation was led by Mr. Hughes.

 

The Pledge of Allegiance was led by Mr. Owen.

 

ROLL CALL: Mr. Hughes, Mrs. Young, Mrs. Westmoreland, Mr. Mackie, Mr. Owen, Dr. Lathon, Mrs. Kimmell, Mr. Dayton.  1 ABSENT - Mrs. Watkins

 

APPROVAL OF MINUTES

Mrs. Kimmell moved to approve the minutes for the November 1, 2022 Work Session and Board Meeting and November 17, 2022 Committee of the Whole.   Mr. Mackie seconded the motion.

There was no public comment.

VOTE:    8 YEAS    0 NAYS     1 ABSENT

 

RECOGNITION OF 2022 CHRISTMAS CARD CONTEST

The board recognized Annaliese Stone from Zachary High School, as the Christmas Card Winner.  The board presented her with the framed original picture of the Christmas card.

The board recognized the following Best of Christmas Cards from each school:  Northwestern Elementary – Hope Ryskoski, Rollins Place Elementary –Madilynn Payne, Zachary Elementary – Jolene Jiang, Copper Mill – Kennedy Payne, Northwestern Middle – Madison O. Smith, Zachary High School – Annaliese Stone.

                                       

The board presented each student with the framed original picture of their Christmas card.

 

RECOGNITION OF XAVIER HAYNES – 6TH GRADER AT COPPER MILL – LOUISIANA ART EDUCATIOR ASSOCIATION YAM (YOUTH ART MONTH) FLAG DESIGN CONTEST WINNER

The board presented a certificate to Xavier Haynes for Flag Design Art Contest Winner.

 

RECOGNITION OF RETIREES

The board presented plaques to the following retirees and thanked them for their service:  Cindie Conghlan, Angelika Fisher.  Ms. Coghlan did not attend.

 

RECOGNITION OF SERVICE-OUTGOING BOARD MEMBERS

The board presented plaques to the following board members and thanked them for their service:

Mr. Hubie Owen – 2006-2022, Beth Kimmell – 2001-2007 – 2015-2022, Ann Watkins – 2015-2022, Brandy Westmoreland – 2016-2022.  Mrs. Watkins did not attend.

 

BOARD MEMBERS TRAINING HOURS

Mr. Hughes reported the 2022 Board Members Training Hours:  Mr. Hughes– 8 hours, Mrs. Young – 7 hours, Mrs. Westmoreland – 8 hours, Mr. Mackie – 6 hours, Mr. Owen – 10 hours Dr. Lathon – 12.75 hours, Mrs. Kimmell – 13.5 hours, Ann Watkins – 13.75 hours, David Dayton – 12 hours.

 

FOOD SERVICE AND SUPPLY BIDS

Mr. Dayton moved to accept the Food Service and Supply Bids that take effect January 1, 2023 for 6 months.  Mrs. Kimmell seconded the motion.

FILE: KIA -POLITICAL CAMPAIGN MATERIALS AND POLITICAL SOLICDITATIONS IN SCHOOLS

Mrs. Kimmell moved to approve File: KIA – Political Campaign Materials and Political Solicitations In Schools, the third draft, with the changes instead of sporting events, it should be school events, and to last line of item 4, stating such activities shall be limited to the areas outside, but not near the entrances to any school facility.  Mrs. Young seconded the motion.  (See Attached)

2021-2022 SUPERINTENDENT PERFORMANCE INDICATORS

Mrs. Young moved to approve the 2021-2022 Superintendent Performance Indicators.  Mr. Mackie seconded the motion.

There was no public comment.

REFERRAL PROGRAM

Mrs. Young moved to approve the Referral Program.  Dr. Lathon seconded the motion.

There was no public comment.

COMMITTEE REPORTS

Mr. Owen reported that the Resource Committee met tonight.  (See Attached Financial Report)

 

COMMITTEE MEETING – Academic Committee to be announced.  Mini Retreat to be announced.
