11-07-2023 Board Meeting
The Zachary Community School Board Meeting was held on November 7, 2023 at 7:00 pm at 3755 Church
Street, Zachary, Louisiana, 70791.
The Invocation was led by Mr. Gaines.
The Pledge of Allegiance was led by Mrs. Freeman
Board Members Present: Mr. Dayton, Dr. Young, Mr. Talbot, Mr. Hughes, Mr. Mackie, Mrs. Freeman, Dr. Lathon, Mr. Gaines, Dr. London. Mr. Mackie is Teleconference/remote participation in School Board Meeting tonight.
SUPERINTENDENT UPDATE
Mr. Necaise gave the Superintendent’s Update and informed the Board of upcoming dates for district functions.
APPROVAL OF MINUTES
Mrs. Freeman moved to approve the minutes for October 3, 2023 Resources Committee Meeting, Work Session and Board Meeting. Dr. Lathon seconded the motion.
There was no public comment.

2024 BOARD MEETING DATES
Dr. London moved to approve the 2024 Board Meeting Dates. Mr. Hughes seconded the motion.
There was no public comment.

COMMITTEE REPORTS – None at this time.
COMMITTEE MEETINGS – Policy Committee Meeting to be announced in next few weeks.

Recognitions, Board Members Training Hours for 2023
EXPULSION HEARING KR
Attorney, Bob Hammonds from Hammonds and Sills, asked the parents if they wanted to have a Private Hearing or a Public Hearing. The mom chose the Public Hearing format, that any proceedings covered will be in a Public Hearing.
Attorney, Bob Hammonds told the board that Mr. Burke will speak, then the student’s parents will have the opportunity to speak. He wanted the board to know that they have 3 choices to make: affirm, reverse or modify the decision that the Hearing Officer made.
After hearing from Mr. Burke and Kade Russell (the student), and Mrs. Russell, the board asked questions. Mrs. Lindsey Spence – Principal at Zachary High School, spoke on zero tolerance at Zachary High School. Mr. Gaines moved to Affirm the Expulsion as stands. Mrs. Freeman seconded the motion.
Dr. Young moved to have a Substitute Motion to Affirm the Expulsion but to modify the amount of days served to a 90 day Expulsion which would let Kade back into school on February 29, 2024 instead of ending on May 23, 2024. Dr. London seconded the motion.
Before the Roll Call Vote was taken, Amy Massingill and Brett Massingill spoke on the student’s character.

EXPULSION HEARING JR
Attorney Bob Hammonds asked the parent if she wanted a Public Hearing or Private Hearing.
The Parent asked for a Private Hearing.
Mrs. Freeman moved to go into Executive Session for the Hearing of JR. Dr. Lathon seconded the motion.
There was no public comment.
VOTE: 9 YEAS 0 NAYS 0 ABSENT
Mr. Hughes moved to come out of Executive Session and go into Regular Meeting. Mrs. Freeman seconded
the motion.
VOTE: 8 YEAS 0 NAYS 1 ABSENT - Mr. Mackie left the meeting by Teleconference/Remote Participation at 8:45PM.
Dr. Young moved to Affirm the Expulsion but to modify the amount of days served to a 90 day Expulsion
instead of ending on May 23, 2024, JR would return to school on March 13, 2024. Mr. Hughes seconded the motion.
There was no public comment.
