ZACHARY COMMUNITY SCHOOL BOARD MINUTES

December 5, 2023

The Zachary Community School Board Meeting was held on December 5, 2023 at 7:00 p.m. at 3755 Church Street, Zachary, Louisiana.

The Invocation was led by Mr. Mackie.

The Pledge of Allegiance was led by Mrs. Freeman.

ROLL CALL: Mr. Dayton, Dr. Young, Mr. Talbot, Mr. Hughes, Mr. Mackie, Mrs. Freeman, Dr. Lathon, Mr. Gaines, Dr. London   0 ABSENT

MOMENT OF PRAYER FOR STUDENT SHOT AT PORT HUDSON, LA.

SUPERINTENDENT UPDATE

Mr. Necaise gave his Superintendent’s Update; and called up Mrs. Brumbaugh, and her agricultural students, to present the board members with freshly made honey from the Ag. Department and Poinsettias.

APPROVAL OF MINUTES

Mr. Mackie moved to approve the minutes for the November 7, 2023, Resources Committee Meeting, Work Session and Board Meeting.  Mr. Hughes seconded the motion.

RECOGNITION OF 2023 CHRISTMAS CARD CONTEST

The board recognized Sabrina Lin, from Copper Mill Elementary, as the Christmas Card Winner.  The board presented her with the framed original picture of the Christmas card.

The board recognized the following Best of Christmas Cards from each school:  Northwestern Elementary – Emily Diaz-Reyes, Rollins Place Elementary – Joisha Knighteb – 2^nd grade,    Zachary Elementary –  Herman Ray – 4^th grade, Copper Mill – Lindsay Carpenter, 6^th grade,   Northwestern Middle – Madison Smith – 8^th grade, Zachary High School – Lily Richard – 11^th grade. .                                       

The board presented each student with the framed original picture of their Christmas card.

SCHOOL BOARD MEMBER TRAINING RESOLUTION

Mr. Necaise presented the 2024 School Board Training Resolution.

The board moved to approve the School Board Member Training Resolution stating that it become public record that Gaynel Young, Ryan Talbot, Marty Hughes, Kenneth Mackie, Laura Freeman, Elecia Lathon, Andrew Gaines, Crystal London, David Dayton, members of the Zachary Community School District, have successfully received and exceeded the six hours of required training as mandated by the Legislature of Louisiana and all board members have fulfilled the mandate of one hour of ethics training for the year 2023.

CONSIDERATION OF A REQUEST TO APPROVE THE PROPOSED FIVE-YEAR CONTRACT WITH FIRST STUDENT FOR TRANSPORTATION SERVICES

Mr. Hughes moved to not approve the proposed five-year contract with First Student for transportation Services.  Mr. Mackie seconded the motion.

CONSIDERATION OF A REQUEST TO SEEK A PROPOSAL (RFP) FOR TRANSPORTATION SERVICES FOR THE 2024-2025 SCHOOL YEAR

Dr. London moved to seek a proposal (RFP) for Transportation Services for the 2024-2025 School Year.  Mrs. Freeman seconded the motion.

There was no public comment.

ELECTION OF SCHOOL BOARD OFFICERS FOR 2024

Mr. Dayton nominated Dr. Lathon as President.  Mrs. Freeman seconded the motion.

Mrs. Karin Lawless did a presentation on the District Performance Data release by LDOE for the 2022-2023 school year.
