ZACHARY COMMUNITY SCHOOL BOARD MINUTES

May 7, 2024

 

The Zachary Community School Board Meeting was held on May 7, 2024 at 7:00 p.m. at 3755 Church Street, Zachary, Louisiana.

 

The Invocation was led by Mr. Hughes.

 

The Pledge of Allegiance was led by Mrs. Freeman.

 

ROLL CALL: Dr. Lathon, Dr. Young, Mr. Talbot, Mr. Hughes, Mr. Mackie Mrs. Freeman, Mr. Gaines, Dr. London, Mr. Dayton    0 ABSENT

 

SUPERINTENDENT UPDATE

Mr. Necaise gave his Superintendent’s Update. (See Attached)

 

RECOGNITION OF LAEA YAM FLAG CONTEST

The board recognized the following LAEA YAM Flag Contest Winners and presented them with a certificate.  Alyei Guy – First Place – Wesley George – Second Place – Arya Selvara – Third Place

 

RECOGNITION OF ABC WELDING COMPETITION – ZHS WELDING TEAM FIRST PLACE WINNERS

The board presented certificates to the ZHS Welding Team Frist Place Winners:  Brayden Herty, Dane Edwards and Jaqum Jackson was the individual champion.  Mr. Ricky Reine is the Welding Team Teacher.

 

RECOGNITION OF TRENT BROOKS – YOUTH/PRO CHAMPION AT THE WORLD YOUTH TEAM ROPING CHAMPIONSHIP

Trent was unable to attend.

 

RECOGNITION OF TREY ‘DEZ GREEN NAMED WARRICK DUNN LOUISIANA PLAYER OF THE YEAR

The board presented Trey with a certificate.

 

RECOGNITION OF ISAAC HOGAN – 1ST PLACE VISUAL ART CONTEST OF THE GEORGE RODRIQUE FOUNDATION OF THE ARTS

The board presented Isaac with a certificate.

 

RECOGNITION OF 7TH GRADE BRAVES BASEBALL TEAM – NMS – WINNERS OF THE 2024 7TH GRADE LEAGUE CHAMPIONSHIP

The board presented certificates to the following Students:  Skyler Booker, Rhett Broussard, Brett Burns, Cannon Jack Duncan, Ryan Franks, Brooks Hebert, Tristen Keller, Grant Lee, Owen Partin, Ethan Smith, Luke Talbot, Kale Theriot and Jack Todd.

 

RECOGNITION OF LOUISIANA HIGH SCHOOL RALLY ASSOCIATION – LHSRA

The board presented certificates to the following students:

1st Place English – Amara Nwabueze, 1st Place Interpretive Reading – Kenzie Robinson, 1st Place Interpretive Reading – Noah Sutton

 

RECOGNITION OF TRISTAN GEORGE – CAPITAL AREA UNITED WAY “PASS THE TORCH AWARD”

The board presented Tristan with a certificate.

 

RECOGNITION OF JAYDEN BERGERON AND PHOEBE FANNIN – WINNERS OF THE CREATIVE WRITING CONTEST BY THE HISTORIC NEW ORLEANS COLLECTION

The board present both Jayden and Phoebe with a certificate.

 

RECOGNITION OF STUDENTS FROM COPPER MILL ELEMENTARY WHO PARTICIPATED AT THE SOUTHERN REGIONAL 2024 ACDA CONFERENCE IN LOUISVILLE, KENTUCKY

The board presented the following students with a certificate:  Mollie Cardinale, Joy London, Zoey Miller, Addison Sloan, and Olivia Trent.

 

RECOGNITION OF 2024 1ST TEAM ALL DISTRICT 4-5A FOR BASKETBALL – TIARRA MCPIPE AND AVA RAYMOND

The board presented Tiarra and Ava with a certificate.

 

RECOGNITION OF BATON ROUGE BAR FOUNDATION HIGH SCHOOL ESSAY CONTEST – AMARA NWABUEZE – 1ST PLACE – PHOEBE FANNIN – 2ND PLACE

The board presented Amara and Phoebe with a certificate.

 

LOUISIANA STATE COTILLION – MOST COURTEOUS TEACHER OF THE YEAR AWARD

The board presented Lindsey Warner with the Most Courteous Teacher of the Year Award.

 

RECOGNITION OF RETIREES

The board presented plaques to Renee Mann and Lorrie Wax.

 

RECOGNITION OF TEACHER APPRECATION WEEK

Dr. Lathon showed a short film with the board thanking the Teachers and Support Workers for all the things that they do.

 

DISTRICT UPDATE

Mr. Chad Jarreau, Supervisor of Accountability & Assessment gave the board an update on testing at all of the schools.  (See Attached)

 

ORCHESTRA STUDENT ADVOCACY INITIATIVE

Dr. David Saccardi, Assistant Professor of Music Education, spoke about the Orchestra program at the schools. Kendra Ross and Malochi Ross spoke how much they like the program but wish that they would have better places to meet in the schools.  The rooms are small and not equipped to have students learning Orchestra.  (See Attached)

 

APPROVAL OF MINUTES

Mr. Mackie moved to approve the minutes for the April 11, 2024 Discipline Policy Review Committee, April 16, 2024 Resources Committee Meeting, Work Session and Board Meeting, April 23, 2024 Executive Committee Meeting, and April 25, 2024 Budget Workshop.  Mr. Hughes seconded the motion.

There was no public comment.

VOTE:  9 YEAS  0 NAYS  0 ABSENT

 

CONSIDERATION OF A REQUEST TO APPROVE THE 2024-2025 STUDENT RIGHTS AND RESPONSIBILITIES HANDBOOK

Mr. Hughes moved to table the 2024-2025 Student Rights and Responsibilities Handbook and the board will vote on the handbook on the June 18, 2024 Board Meeting.  Mr. Talbot seconded the motion.

There was no public comment.

CONSIDERATION OF A REQUEST TO APPROVE THE FILE: JS-STUDENT FEES, FINES AND CHARGES POLICY

Mr. Hughes moved to approve the File: JS – Student Fees, Fines and Charges Policy.  Mr. Talbot seconded the motion.

There was no public comment.

VOTE:  9 YEAS  0 NAYS  0 ABSENT

 

CONSIDERATION OF A REQUEST TO ADVERTISE THE 2024-2025 BUDGET

Mr. Mackie moved to approve the request to advertise the 2024-2025 Budget.  Dr. London seconded the motion.

There was no public comment.

VOTE:   9 YEAS   0  NAYS   0 ABSENT

 

CONSIDERATION OF A REQUEST TO APPROVE ANGELO’S LAWN SCAPE OF LOUISIANA INC.

Dr. London moved to table Angelo’s Lawn Scape of Louisiana Inc bid until June 18, 2024 Board Meeting.  Mr. Mackie seconded the motion.

There was no public comment.

VOTE:  9 YEAS  0  NAYS  0 ABSENT
