ZACHARY COMMUNITY SCHOOL BOARD MINUTES
August 6, 2024
The Zachary Community School Board Meeting was held on August 6, 2024, at 7:00 pm., at the Zachary Community School Board Office, 3755 Church Street, Zachary, La. 70791.
The Invocation was led by Mr. Gaines.
The Pledge of Allegiance was led by Mrs. Freeman.

SUPERINTENDENT’S UPDATE
Mr. Necaise gave the Superintendent’s Update and informed the board of upcoming dates for district functions.
RECOGNITION OF RETIREES
The board recognized the following retirees and presented them with plaques:

The board recognized the following Summer Graduates:

Mr. Jarreau and Mrs. Marangos updated the board on Accountability.
APPROVAL OF MINUTES
Dr. London moved to approve the minutes for July 15, 2024 Policy Committee Meeting, July 16, 2024 Resources Committee, Work Session, and Board Meeting. Mr. Dayton seconded the motion.

ADOPT THE ADJUSTED MILLAGE RATE(S)
Mr. Musso told the board that by state law, the millage rate must be rolled back after a reassessment so that taxing agencies receive the same revenue as previous year.
Mr. Musso read the following Resolution:
RESOLUTION NO. 1
BE IT RESOLVED, by the Zachary Community School Board of the Parish of East Baton Rouge, Louisiana, in a public meeting held on August 6, 2024, which meeting was conducted in accordance with the Open Meeting Law and the additional requirements of Article VII, Section 23(C) of the Louisiana Constitution and R. S. 47:1705(B), that the following adjusted millage rates be and they are hereby levied upon the dollar of the assessed valuation of all property to ad valorem taxation within said Parish for all the year 2024, for the purposes of raising revenue:

Constitutional 1035 058 4.700 mills
BE IT FURTHER RESOLVED that the Assessor of the Parish of East Baton Rouge, shall extend upon the assessment roll for the year 2024 the taxes herein levied, and the tax collector of said Parish shall collect and remit the same to said taxing authority in accordance with law.
The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

RESOLUTION NO. 2
BE IT RESOLVED, by the Zachary Community School Board of the Parish of East Baton Rouge, Louisiana, in a public meeting held on August 6, 2024, which meeting was conducted in accordance with the Open Meetings Law and the additional requirements of Article VII, Section 23(C) of the Louisiana Constitution and R.S. 47:1705(B), that the taxing district voted to increase the millage rate(s), but not in excess of the prior year’s maximum rate(s), on all taxable property shown on the official assessment roll for the year 2024, and when collected, the revenues from said taxes shall be used only for the specific purposes for which said taxes have been levied. Said millage rates are:

The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by no less than two-thirds of the total membership of the taxing authority voting in favor as required by Article VII, Section 23(C) of the Louisiana Constitution and R.S. 47:1705(B). NAVY BLUE PANTS TO SCHOOL UNIFORM POLICY
Dr. London made a motion to allow Navy Blue Pants as an option to the School Uniform Policy. Mr. Gaines seconded the motion.
Dr. Young made a substitute motion to add Navy Blue Pants to the School Uniform Policy effective for the next school year, 2025-2026. Mr. Hughes seconded the motion.
There was no public comment.
