ZACHARY COMMUNITY SCHOOL BOARD MINUTES

December 3, 2024

The Zachary Community School Board Meeting was held on December 3, 2024 at 7:00 p.m. at 3755 Church Street, Zachary, Louisiana.

The Invocation was led by Mr. Dayton.

The Pledge of Allegiance was led by Mrs. Freeman.

ROLL CALL: Dr. Lathon. Dr. Young, Mr. Talbot, Mr. Hughes, Mr. Mackie, Mrs. Freeman, Mr. Gaines, Dr. London, Mr. Dayton.   0 ABSENT

RECOGNITION OF MELISSA BRUMBAUGH AG/FFA DEPARTMENT

Melissa Brumbaugh AG/FFA Department brought freshly made honey and Poinsettias to the school board members.

SUPERINTENDENT UPDATE

Mr. Necaise gave his Superintendent’s Update.

APPROVAL OF MINUTES

Mr. Hughes moved to approve the minutes for the November 14, 2024 Policy Committee Meeting and Special Board Meeting – Expulsion Appeals, November 19, 2024 Resources Committee Meeting, Work Session and Board Meeting.  Mr. Mackie seconded the motion.

There was no public comment.

RECOGNITION OF 2024 CHRISTMAS CARD CONTEST

The board recognized Madison Smith of Zachary High School, as the Christmas Card Winner.  The board presented her with the framed original picture of the Christmas card.

The board recognized the following Best of Christmas Cards from each school:  Northwestern Elementary – Kalel Robinson, Rollins Place Elementary – Joules Clark, Zachary Elementary – Adalyn Ellis, Copper Mill – Hadleigh Tolliver, Northwestern Middle School – Kaylee Jacobs, Zachary High School Kaymin Hardnett. 

The board presented each student with the framed original picture of their Christmas card.

SCHOOL BOARD MEMBER TRAINING RESOLUTION

Mr. Necaise presented the 2024 School Board Training Resolution.

The board moved to approve the School Board Member Training Resolution stating that it become public record that Gaynel Young, Ryan Talbot, Marty Hughes, Kenneth Mackie, Laura Freeman, Elecia Lathon, Andrew Gaines, Crystal London, David Dayton, members of the Zachary Community School District, have successfully received and exceeded the six hours of required training as mandated by the Legislature of Louisiana and all board members have fulfilled the mandate of one hour of ethics training for the year 2024.

BOARD ELECTION OF SCHOOL BOARD OFFICERS FOR 2024

Dr. Lathon nominated Dr. Gaynell Young as President. Mr. Dayton seconded the motion.

Mrs. Freeman nominated Andrew Gaines as Vice President.  Mr. Hughes seconded the motion.

There was no public comment.

STRATEGIC PLAN UPDATE

Mr. Necaise reviewed the Strategic Plan update with the board.

ACCOUNTABILITY UPDATE

Mr. Jarreau reviewed the Accountability Update with the board.

CONSIDERATION OF A REQUEST TO APPROVE REVISIONS TO FILE: KIA – POLITICAL CAMPAIGN MATERIALS AND POLITICAL SOLICITATIONS IN SCHOOLS POLICY

Mrs. Freeman moved to approve revisions to File: KIA – Political Campaign Materials and Political Solicitations in Schools Policy, with the modifications to remove last 3 words of paragraph # 1.  Add a 5^th paragraph that any donations that are announced will not contain the political office of any person or the political office any person is a candidate for and add superintendent or his designee to make determinations of reasonableness.  Mr. Mackie seconded the motion.

COMMITTEE REPORTS – None at this time.

COMMITTEE MEETING -  Board Retreat – December 10, 2024 and this will have Academic Meeting with Board Retreat.

HEARING APPEAL TR

No one came for the Hearing Appeal for TR.

HEARING APPEAL AB

The family chose a private hearing appeal for AB.

Dr. Young moved to go into Executive Session for the Hearing Appeal for AB.  Dr. London seconded the motion.

There was no public comment.

Dr. London moved to come out of Executive Session and go back into regular Board Meeting.  Mrs. Freeman seconded the motion.

Dr. Young moved to modify the expulsion to 90 days minimum.   Mr. Mackie seconded the motion.
